Student Health Insurance Waiver
Student Health Insurance Plan (SHIP) Cost & Coverage Information
Morgan State University requires all full-time undergraduate students enrolled in 12 or more credit hours to maintain health insurance coverage. To support this requirement, eligible students are automatically enrolled in the Student Health Insurance Plan (SHIP) through UnitedHealthcare Student Resources unless an approved waiver is submitted during the designated waiver period.
Students who already have comparable health insurance coverage may submit a waiver request through the Gallagher Student Health Portal prior to the waiver deadline. Waiver requests are reviewed to ensure the alternate insurance plan provides adequate coverage and access to healthcare services while the student is enrolled at Morgan State University.
Click HERE to log into the Gallagher Student Health Portal with your MSU log in credentials and submit the Fall 2026 - Spring 2027 Student Health Insurance Waiver.
SHIP Premium Rates & Waiver Periods

| Spring 2027 | $1,159.05 | November 9, 2026 | February 2,2026 |
The SHIP premium is assessed annually and may change from year to year. Students are encouraged to review the current SHIP coverage details, benefits, and premium rates before submitting a waiver request.
Students who do not have health insurance that provides comprehensive coverage in Maryland are strongly encouraged to remain enrolled in SHIP to ensure access to healthcare services while attending the University.
Important Information for Out-of-State Medicaid Students
Students enrolled in Medicaid insurance plans issued outside of Maryland should carefully review their coverage before submitting a waiver request. Out-of-state Medicaid does not provide healthcare coverage in Maryland including routine medical care, specialty care, mental health services, prescription medications, hospital care, and other healthcare services while attending Morgan State University.
Morgan State University Health Center does not accept In-State or Out-of-State Medicaid. Students who rely on out-of-state Medicaid are responsible for all healthcare expenses incurred outside of their home state.
Students are strongly encouraged to verify that their insurance plan provides access to healthcare services in Maryland before submitting a waiver request. Those who do not have comprehensive healthcare coverage available in Maryland should consider remaining enrolled in the Student Health Insurance Plan (SHIP).
