Parking
In an effort to promote customer safety and convenience, appointments are now required for Parking & Transportation services. Please read the following information below:
On-Campus Residential Students
1. Please read the Residential Student Parking Information link under the Parking Information section below.
2. Click the Student Motor Vehicle Registration form link under the Forms section to complete and submit an application.
3. Schedule an appointment to pick up your permit.
4. Prior to coming to the Parking & Transportation Office for your appointment, please visit the Bursar's Office Cashier's Window, located on the second floor of the Calvin & Tina Tyler Hall building to make your payment. Please bring your receipt of payment with you to the office.
*PLEASE NOTE: Students residing at Morgan View, Marble Hall Gardens, HH Midtown, TowsonTown Place or the Altus Towson Row are considered off-campus residential students. Residential permits for these properties must be purchased/ received directly from that location (if permit parking is required).
Commuter Students

2. Click the Student Motor Vehicle Registration form link under the Forms section to complete and submit an application.
Current/ Renewing Faculty-Staff Permit Holders
Payroll Deduction - If you are a regular state employee, enrolled in parking payroll deductions and desire to continue without any changes, there is no action required by you. You will simply be re-enrolled for the same parking assignment at the current rates and a parking permit will be mailed to your home address. If you DO NOT wish to continue in the payroll deduction program or would like to request a change, you must complete and submit a new Payroll Deduction Authorization form by Thursday, August 18, 2022. The form can be emailed to parkingservices@morgan.edu. If we are not in receipt of the form by the deadline, deductions will automatically be processed consistent with the current rates and your current parking assignment. Deductions for the 2022-2023 parking season will begin on check date 8/31/2022. This option is only available to regular state employees on the standard payroll.
Bursar Payment -If you are not a regular state employee or not interested in participating in parking payroll deductions, please make your payment at the cashier’s window of the Bursar’s Office which is located on the second floor of the Calvin & Tyler Hall building. Forms and Faculty/Staff Parking Lot Locations and Prices links are listed below. Please schedule an appointment to pick-up your parking permit. Bring your paid receipt and identification with you to your appointment.
First-Time Faculty / Staff Permit Holders
To purchase a permit, you would need a valid driver’s license, vehicle registration, completed Faculty/Staff Motor Vehicle Registration form. Payment should be made at the cashier’s window of the Bursar’s Office which is located on the second floor of the Calvin & Tyler Hall building.
If you are a regular state employee and would like to enroll in the parking payroll deduction program, please complete the Payroll Deduction Authorization Form. To enroll with the first deduction cycle, the payroll deduction authorization form would need to be submitted by Thursday, August 18, 2022. Faculty/Staff parking on campus is based upon availability, so please call the office at 443-885-7275 or send an email to parkingservices@morgan.edu to discuss parking availability closest to your building, before making a purchase. Once you are in the parking system, you will have the opportunity to be placed on a “wait list” for other parking lot options. Parking lots with no current wait lists are located on the extremities of campus (North, South and West). All parking lots surrounding main campus have wait lists. Please schedule an appointment to pick-up your parking permit. Bring your paid receipt, proper forms, driver’s license and vehicle registration with you to your appointment.
Disability Permits
If you desire to purchase a University disability parking permit, please submit a copy of your MVA issued Disability Parking Certification card along with your driver’s license and vehicle registration. Please note that disability parking permits allow access to all surface parking lots (garages not included).
Evening/ Weekend Permits
If you only work on campus in the evenings after 4:15 PM – 11:30 PM, Monday-Friday, or Saturday and Sunday, then you would be eligible to purchase an Evening/Weekend parking permit. These permits give access to all surface parking lots during the previously mentioned time frames (garages not included).
