Student Health Benefits FAQs

1. Why do college students need health insurance?

Health care is incredibly expensive. While University Health Center (UHC) provides economical primary care, students sometimes require hospitalization, surgery or other specialty care. The resulting large medical bills can be overwhelming for students on a budget. Having and maintaining adequate health insurance benefits will allow students to receive needed health care. All individuals, including college students, need health insurance. Additionally, the Affordable Care Act  legislation requires everyone to have health insurance that meets certain standards of care and Morgan University Student Health Plan meets that requirement.

2. What is the Affordable Care Act?

The Patient Protection and Affordable Care Act, commonly referred to as the Affordable Care Act (ACA),affects the health insurance and federal income taxes of nearly every American by requiring all American citizens to have health insurance that meets certain standard of care. The Affordable Care Act requires insurance plans to cover many preventive services and to provide coverage for pre-existing conditions.  The Morgan State University Student Health Plan meets all ACA requirements. 

Morgan State University requires all international students to have health insurance that meets ACA and University requirements. The charge for the Student Health Plan will be included with tuition & fees in fall and spring semesters.  International students who have alternate insurance that meets ACA and university requirements may submit a request for a waiver.  If the alternate insurance meets requirements and is accepted for waiver, the insurance charge will be removed from the student account. 

3. How do students enroll in the Morgan State University Student Health Benefits?

Enrollment in the Morgan State University Student Health Benefits Plan is either Mandatory or Voluntary. See sections below for Mandatory and Voluntary criteria.

Mandatory All registered Full-Time Undergraduate students taking 12 or more credit hours and J-1 Visa Exchange students and Scholars are automatically enrolled and billed each semester for the Student Health Insurance Benefits upon registration. Students who are Mandatory for insurance and want to enroll spouse and/or children must complete the process and pay for the insurance on the website at https://go.gallagherstudent.com/Universities/Morgan%20State%20University/Home .

Voluntary Part-time undergraduate students and Graduate students completing their thesis are also eligible to enroll on a voluntary basis. Voluntary enrollment pay online for health insurance plan must be done on the insurance website at https://go.gallagherstudent.com/Universities/Morgan%20State%20University/Home. Enrollment and payment for health insurance for spouse and/or children must be done on the student insurance website. 

Graduate students are not Mandatory for health insurance. Students not in a mandatory category cannot have the charge for Student Insurance included with tuition and fees.  Students who do not have the charge for Student Insurance included with tuition and fees and want the SHIP must enroll as Voluntary and pay the student insurance company online for the insurance.  Voluntary enrollment is only allowed during Open Enrollment. To voluntary enroll login to the student insurance website at https://go.gallagherstudent.com/Universities/Morgan%20State%20University/Home to enroll and pay for the insurance and family.

4. Does the Morgan University Student Health Benefits cover medical expenses only at University (UHC) Health Center?

The Harriet A. Woolford Health Center is the primary care facility where Morgan State University students can be evaluated and treated for acute and chronic medical conditions as well as guidance on practices that promote good health and disease prevention.  To use the insurance outside of UHC it must be a referral by a UHC provider to another doctor or facility,  medical emergency, and more than 30 miles from UHC and requires immediate medical attention (Need new plan information to upgrade this paragraph.

Deductibles and co-pays apply for any visits outside of University Health Center. In the event that emergency medical care is received outside of University Health Center, please contact the Insurance Coordinator at the UHC the next business day for information on accessing this benefit. The insurance company determines covered benefits.

If you have an emergency visit and are referred to another provider by the emergency room or urgent-care physician, please contact the Insurance Coordinator for a referral or to see if follow-up care can be done at University Health Center.

 

5. When may students begin enrolling in the Morgan University Student Health Benefits?

Fall 2022- July 1, 2022 - October 31, 2022

Spring 2023- December 1, 2022 - February 28, 2023

6. Can I add my family to my Student Health Benefits?

Students enrolled in the Student Health Benefits may enroll any eligible dependents during Open Enrollment periods.  Additional premium payment required.

  • The only exception to enrolling outside the Open Enrollment period would be a Qualifying Event (with appropriate documentation) such as:
  • Adding a newborn (must be enrolled within 30 days of birth)
  • Adding a newly adopted child (must be enrolled within 30 days of formal adoption)
  • Marriage (must enroll within 30 days of marriage date)
  • International dependent arriving after Open Enrollment must enroll within 30 days of arrival in the U.S. (must have copy of passport showing date of arrival in U.S.)
  • Within the first 30 days of losing coverage under other Creditable Coverag

7. What if I am charged for the Morgan State University Student Health Benefits as a condition of enrollment and I already have health insurance? Am I required to submit a waiver during the waiver/enrollment period?

YES! All full-time undergraduate students taking 12 or more credit hours, J-1 Visa Exchange Students and Scholars, are automatically enrolled and billed for the Student Health Insurance Coverage through United Health Care for the Fall 2022 and Spring 2023 semesters. Once a student has successfully completed the Student Health Insurance waiver, you will receive a confirmation number via email, confirming the receipt of your waiver. After submitting your waiver, please allow 48-72 hours for your account to update and indicate your waiver has been applied.

8. How will I know when the insurance charge is removed from my account?

All full-time undergraduate students taking 12 or more credit hours, J-1 Visa Exchange Students and Scholars that submit the Student Health Insurance waiver must log into their Banner WebSIS Account to review their Account Summary.

Instructions

  1. Log into your Banner WebSIS Account
  2. Click on Student Self Service
  3. Click on Account Summary By Term
  4. Choose the appropriate Fall or Spring semester to review the charges and payments on your account
  5. The Student Health Insurance line item will appear on your account as a semesterly charge
  6. To confirm your waiver applied to your account, review the line item that indicates Student Health Insurance Waiver. The account will display the charge total in the payment column, which indicates that waiver has been applied for the semester. 

Please be advised, you must be registered as a full-time undergraduate student (12 credits or more) in order to submit the Student Health Insurance Waiver. After submitting your waiver, please allow 48-72 hours for your account to update and indicate your waiver has been applied.

9. What if I am located off campus in another city. Will I still be able to use the Student Health Insurance Plan?

If you are located off campus in another city, you still have the ability to utilize the Student Health Insurance Plan through United Health Care. Log-into the Gallagher Student Health portal using this link to "Find A Doctor", "Get An ID Card", and "Pharmacy Program" https://go.gallagherstudent.com/Universities/Morgan%20State%20University/Home

10. Is there any way for a student or student's family member(s) to enroll in the Student Health Benefits Plan outside of open enrollment?

The following "qualifying events" are the only exceptions that will permit a student to enroll themselves or family outside of open enrollment

  • Adding a new dependent (within 30 days of marriage, birth or adoption
  • Enrolling as a new or transfer student (within 30 days of date of enrollment
  • Becoming ineligible for coverage from prior health insurance company due to age, marriage or loss of employment (within 30 days of loss of coverage with appropriate documentation). 
  • Enrollment of student and/or family members requires payment of premium due for that enrollment period. 
  • Premiums are not pro-rated when enrollment is done outside of Open Enrollment.
