TES for Faculty/Staff

The Transfer Evaluation & Articulation (TEA) Team is ensuring that Morgan State University follows the Maryland Higher Education Commission (MHEC) Transfer with Success Act and Code of Maryland Regulations (COMAR) policies related to transfer students. According to the COMAR policies, we are required to keep documentation of all evaluations for individual transfer courses. Our Transfer Evaluation System (TES) database helps us meet this requirement. We use TES to track how/when/if a course was evaluated and whether it was approved/denied for transfer credit/equivalencies based on course learning objectives. One of the COMAR policies (13B.06.02.10) states that “equivalencies shall be determined by faculty who are subject matter experts and may not be determined by non-academic staff.”

This is where your expertise comes into play! Since you are your department's currently designated Subject Matter Expert (SME), the TEA team and I wanted to provide some information on the Transfer Evaluation System (TES) and how Subject Matter Experts help us and the transfer students coming to Morgan State.

Transfer Evaluation System (TES)


TES is a tool to see how courses from other colleges and universities typically transfer to MSU. It may be used to obtain an unofficial indication of how courses from other colleges will be accepted for transfer credit at Morgan State University. It is important to keep in mind that TES is an unofficial course evaluation tool.

Morgan State University will officially determine transfer credit acceptance after students are admitted to the university and official transcripts from all previously completed coursework are received. The system is dynamic and continually updated as courses are reviewed. Additional information is available in the university catalog. Equivalency information available here is subject to change at any time and is not a guarantee of transfer.

Course Equivalencies Explained:

Per COMAR Pages - 13B.06.02.10

  • “A receiving institution shall conduct and complete an evaluation of the student’s official transcripts and other relevant materials no later than 20 business days after receipt of the official transcripts.”
    • Morgan’s transfer credit evaluation service level agreement (SLA) is 10 business days.
    • Transcripts must be official (sent directly from the institution, not from the student).
  • Courses must be reviewed by “ faculty who are subject matter experts" (SME) to determine equivalency to courses at Morgan.
    • Morgan uses TES: Transfer Evaluation System for routing and documentation of approvals.
    • Direct equivalents can only be approved by SMEs. Transfer Evaluation Team members are prohibited from making determinations on direct equivalents.
  • If the course is at least a 70% match for content (regardless of level or credit amount), then the direct equivalent to the Morgan course must be approved.
  • If less than 70% match on content or no Morgan course equivalent exists, then the course must be made equivalent to an elective (116TR or 316TR) to match the incoming course level. (i.e. ENG2XX= ENGL116TR, PSY4XX = PSYC316TR).
  • No other standard or method can be used to determine the equivalency, including, but not limited to: course level, credit amount, etc.
  • Regardless of the number of credits a student transfers in from all institutions, minimum resident credits are still required for graduation (30 minimum + 2⁄3 of Major Upper Level courses).
  • Morgan State University shall accept a course or a combination of courses completed at a sending institution for transfer when at least 70 percent of the course learning objectives of the course or combination of courses completed at the sending institution are equivalent to the course learning objectives at Morgan State University.

Quarter credits are converted to semester credits (one-quarter credit equals 2/3 of a semester credit)

9 quarter hours = 6.00 credits
8 quarter hours = 5.33 credits
7 quarter hours = 4.66 credits
6 quarter hours = 4.00 credits
5 quarter hours = 3.33 credits
4 quarter hours = 2.66 credits
3 quarter hours = 2.00 credits
2 quarter hours = 1.33 credits
1 quarter hours = 0.66 credits
0.5 quarter hours = 0.33 credits
