Off-Campus Permission Course Approval Instructions and Information (Undergraduates)
Permission to take a course off-campus undergraduate course procedures
A currently enrolled undergraduate student who wishes to complete a course or credit-by-exam (i.e., CLEP, Saylor, Straighterline, etc.) off-campus must obtain written permission before registering for the course or exam from the student's School/College of Major. The form will require approval from the department advisor, Chairpersons of major and transfer course content, and Dean to ensure the off-campus student course meets written academic policy and to identify exactly how the course will transfer back to Morgan State University.
All students must consider some of the following before seeking permission to take a course off-campus:
- Be a regular student pursuing an undergraduate degree.
- Have a minimum cumulative grade-point average (GPA) of 2.0 or higher.
- Have a completed official degree works evaluation with a declared major.
- Coursework by permission at another institution does not satisfy the residency at MSU and does not affect MSU's GPA.
- MSU reserves the right to deny transfer credit that has not been pre-approved.
Current students within their last 30 semester hours OR graduating seniors in their final semester will be prohibited from taking courses at other colleges or universities unless they have obtained authorization for a waiver of the 30- hour rule from their Dean's office. To earn credit for a course in which a student has received a failing grade (D or F), the course must be repeated at Morgan. In extraordinary circumstances, exceptions may be approved by the Dean.
Students with approved permission to take a course off-campus forms must have ALL final official transcripts sent to the Office of the Registrar by email to records@morgan.edu or by U.S. Mail to:

Official transcripts must be sent directly from the issuing institution's records office either by mail or electronically through a secured transcript service approved by Morgan State University. Please note that official transcripts sent by students from their official MSU email account as attachments will not be accepted as official.
All students must review and have with them when meeting with their department advisor:
- Permission to take a course(s) off-campus student checklist. This checklist contains important information to assist you in completing the form correctly, such as department Chairpersons, Advisors, and course equivalencies.

The permission to take a course off-campus form is available with your School/College Transfer Coordinator listed below. Please get in touch with your School/College contact listed below if you encounter any challenges or require assistance submitting the form.
Transfer Student Preliminary Evaluations
Prospective students may visit Bear TraP - our new undergraduate transfer portal for prospective students, a student guide to estimating how many course credits may transfer to your anticipated degree program at Morgan State University. Students will have an opportunity to create an account to enter completed or anticipated courses taken at two-year or four-year universities and colleges and see how they would transfer to Morgan State. Current students should review our Transfer Evaluation System (TES) to learn more about course equivalencies and instructional guides when submitting their permission to take a course off-campus. All students may read about general education requirements in the academic catalog, transfer credit policy, and general education requirements.
Prospective transfer students that have only attended a Maryland Community College should also visit ARTSYS. ARTSYS is the online Articulation System for Maryland Colleges and Universities.
