Dr. Lucy Manyara serves as a Budget Officer in the Office of Research Administration (ORA) at Morgan State University (MSU), a role she has held since October 2020. She brings over 15 years of experience in grants management. With a strong educational background, Dr. Manyara holds a BS in Business Administration from the University of the District of Columbia, an MBA in Finance from Morgan State University, and a DBA in Business Administration from the University of Maryland Global Campus. Her certifications highlight her dedication to excellence in research administration, including credentials as a Certified Research Administrator (CRA), a Certified Financial Research Administrator (CFRA), and a Certified Pre-Award Research Administrator (CPRA) from The Research Administrators' Certification Council.   

In her current role at the ORA, Dr. Manyara plays a key part in reviewing budgets and requisitions to ensure compliance with Federal, State, private sponsors, and university guidelines. Her sharp attention to detail and focus on process improvement have resulted in significant efficiency gains while maintaining strict internal controls.
