Morgan State University Announces New Leadership in Advancement Operations
BALTIMORE — Morgan State University’s Division of Institutional Advancement welcomes two new, experienced professionals to its leadership team: Chris Hartlove as associate vice president for Fiscal Operations and Niko Campbell as assistant vice president for Advancement Services and Donor Relations. The newly created positions are part of a strategic divisional evolution to bolster personnel and resources and optimize development capacities in anticipation of launching a new comprehensive campaign. Both join the advancement leadership team reporting directly to the vice president for Institutional Advancement. The two take over leadership of two newly created divisional departments, Fiscal Operations and the Advancement Services and Donor Relations.

DeCordova, vice president for Institutional Advancement at Morgan State University and executive director of the Morgan State University Foundation. “Their expertise and leadership come at a pivotal time as we prepare for a major comprehensive campaign, further strengthening our commitment to academic excellence, student access and our university’s growth.”
With an impressive financial management and institutional operations career, Chris Hartlove brings decades of expertise to his new role. Previously serving as chief financial officer for Baltimore County Public Schools and Carroll County Public Schools, Hartlove oversaw various fiscal and resource analysis operations, including accounting, budgeting, grants, insurance, payroll, and purchasing. His background in higher education includes leadership roles at the University of Maryland Baltimore County and the University of Maryland College Park, where he managed critical financial operations and honed a keen aptitude for navigating State of Maryland fiscal processes. As associate vice president for Fiscal Operations, Hartlove will oversee strategic financial operations, ensuring fiscal sustainability and supporting the Morgan State University Foundation (MSUF) philanthropic goals.
Hartlove’s appointment will play a key role in the long-term sustainability of Morgan’s advancement initiatives. His combined organizational and financial expertise will be integral to elevating the operational capacities of the Division and the Foundation while cultivating greater synergies between them for maximum efficiency.

Joining the team as assistant vice president for Advancement Services and Donor Relations, Niko Campbell brings a wealth of experience in advancement administration, data management and donor stewardship. His professional career includes leadership roles at the University of Maryland Baltimore County, Coppin State University, and the Baltimore Museum of Art, where he implemented data-driven fundraising strategies and optimized donor relations programs. Campbell’s expertise in CRM systems, prospect research, and gift processing will be key in strengthening Morgan State’s donor engagement and philanthropic outreach.
As a self-professed data enthusiast with proficiency in analytics, Campbell’s extensive data processing and information management background brings much-needed leadership skills in leveraging technology to enhance the University’s advancement operations. Spearheading the adoption of innovative systems and tools and implementing streamlined operational procedures that will drive efficiency and maximize donor engagement will be key among his areas of focus.
