What is a Certificate of Eligibility (COE)?

A Certificate of Eligibility (COE) is a formal document initiated with the Department of Veterans Affairs or the Department of Defense (DoD) that outlines the VA Educational Benefit that the student is eligible to receive to assist with paying for school.

This certificate comes directly to the student and may include additional instructions. This certificate outlines the particular benefit to be used, the time frame in which the student has to use the benefit, and the deadline date the benefit expires, if applicable.

I still have not received my Certificate of Eligibility (COE). What happens if I don't submit my certificate to Morgan by the time the bill is due?

If you do not submit your COE to Morgan by the time the bill is due, your request will be submitted to the DVA as long as we have all of the other necessary documentation. However, since we are not sure what or how much benefit you may be eligible for, we will not be able to notate your account with a Veterans Administrative Deferral marker or inform other departments on your behalf of any anticipated funding payments. My Certificate of Eligibility (COE) has an error on it. It does not indicate the appropriate percentage of benefits that I am eligible for. I am awaiting a revised certificate. How do I inform Morgan of this error?

If you have already provided your Certificate of Eligibility to Morgan State University's Certifying Officials, email veterans@morgan.edu to inform us that you are waiting for a revised certificate.

Once approved for benefits, where do I submit my documents?

If this is your first time submitting documentation to the VES team, you will upload your approved Certificate of Eligibility (COE) into the online Military Funding Request Form located on the Veterans Engagement Services website under the "VES Online Forms" menu tab. For additional information, go to www.morgan.edu/veteranservices.

If you have already submitted your initial Military Funding Request Form for the applicable term,  you should upload all supplemental documentation (COEs, DD214, Residency Docs, NOBE's etc) into the Enrollment Information Update Form. This form is located on the Veterans Engagement Services website under the "VES Online Forms" menu tab. How will I know that Morgan has certified my enrollment?

You will receive an email confirming that your certification has been completed directly from the Enrollment Manager system. This notice will identify that an adjustment has been made to your VA profile. You can also log into your WEBSIS account and check your Service Requests.  This will lead you to your Dynamic View Dashboard. You can view the status of your Military Funding Request Form, along with many other Office of the Registrar forms, on this Dashboard. 

What is Dynamic View, and where can I find the veterans dashboard?

Dynamic View is a product under Smartsheet. Smartsheet is the Office of the Registrar's work management tool, where all forms and documents are organized, offering transparency and providing a digital workplace for our institution. Dynamic View can be accessed via your WEBSIS account by selecting Service Requests on your WEBSIS menu. For login and management instructions, you can view this tutorial on how to access Dynamic View. Once there, you will scroll down the page to Specialty Areas to view the Veterans dashboard and your Military Funding Request Form submission. 

Do I have to complete a Military Funding Request Form every semester?

Yes. All students holding military affiliation must self-identify each semester by completing the online "Military Funding Request Form", especially if they intend to use benefits for a particular semester to pay for school. If the eligible beneficiary does not wish to actually use their benefit during any given semester, he/she should still complete the form, and instead of identifying the benefit, choose the self-pay or alternative funding option under the Payment Source section of the form.  

Do I need to give my Certificate of Eligibility to anyone other than Morgan's VA Certifying Official?

No. You do not need to give your certificate of eligibility to anyone other than Morgan's VA Certifying Officials. However, you may want to inform the Office of Financial Aid that you will also be receiving VA Educational benefits, in the event you are using other funding that may conflict and require a financial budget offset.
