Commuter Student Parking Guidelines
Valid: September 1, 2025 – August 31, 2026
Commuter Parking Locations:
- Lot Y ( rear of Murphy Fine Arts)
- Lot QN (School of Business – front)
- Commons Garage (Student Center/ Hughes Stadium)
- North Campus Garage (CBEIS / Engineering )
To be eligible for a commuter student parking permit, you must be:
- Registered for classes
- In possession of a valid BEARcard (University Identification Card)
Parking Availability:
- Monday–Friday, 7:00 AM – 5:00 PM: Designated commuter parking locations ONLY.
- Monday–Friday, 5:00 PM – 11:30 PM: Parking is permitted in all surface lots and garages, excluding reserved and ADA spaces.
- Saturday & Sunday, 7:00 AM – 11:30 PM: Permits are valid in any surface parking lot and garages (with the exception of special events).
Important Restrictions:
- Overnight parking is strictly prohibited in all lots and garages.
- Commuter permits are not valid during special events.
- Parking in reserved or ADA spaces is not allowed at any time — violators may be ticketed and/or towed.
- Commuter permits do not grant access to:
- Northwood Commons Shopping Center
- All other off-campus housing locations including The Enolia, HH Midtown, Towson Town Place, The Altus, Morgan View and Marble Hall Gardens
- Roadways labeled “NO PARKING”
- Red or yellow painted curbs
- ANY LOT NOT DESIGNATED FOR COMMUTER STUDENT USE
Residential Student
Please note that residential student parking spaces on campus are limited. In some instances, students will not be able to park directly at their residence hall. Please see the details below.
Students residing in the residence halls listed below will be allowed to park at the following lot locations ONLY:
Cummings House and Baldwin Hall Residents
- Parking Lot U (Montebello-South Campus)
- Parking Lot U Map
Blount Towers, Rawlings Hall, Thurgood Marshall and Legacy Hall Residents
- Parking Lot T/V (adjacent to residential buildings-excluding the Health and Human Services Center lot)
- Parking Lot U (Montebello-South Campus) will also be used as an overflow parking location for students residing at Blount Towers, Rawlings Hall, Thurgood Marshall and Legacy Hall.

Residential Parking and Registration Details
- Do not apply for parking until you have received your room assignment!
- Residential student permits cost $125.00 per semester.
- Residential parking lot locations are available to Residential Student permit holders all day and overnight at their specified parking lots ONLY.
- On Saturday and Sunday, permits are valid on any surface parking lot from 7:00 AM-11:30 PM.
- Must be registered for classes and have received a BEARcard (University Identification Card).
- University has the right to temporarily relocate residential parking locations for events.
