Citations, Appeals and Towing

Payment of Citations 

Please visit morgan.t2hosted.com to make a citation payment. The license plate number or citation number will be required for payment. All major credit/debit cards accepted. 

A late fee of $20.00 will be assessed if the citation is not paid within 30 calendar days of the issuance date.

Appeals

Send email to citation.appeals@morgan.edu with an appeal request and explanation at least 5 days prior to payment due date. Failure to do so will result in your loss of rights to appeal.

Impounded (Towed) Vehicle 

Parking enforcement will actively ticket and tow non-compliant vehicles.

Impounded vehicles are taken to:

Vehicles may be towed for the following violations:

• 3 or more unpaid citations
• Parking illegally in reserved parking spaces
• Obstructing traffic
• Parking illegally in fire lanes (or against red/yellow curbs)
• Expired license plate
• Abandoned vehicle

If your vehicle has been towed due to unpaid university issued citations, citations must be paid and a release letter must be generated by the Parking & Transportation Office, prior to having the vehicle released from impoundment.

MVA Flagging

 "Morgan State University may place a Motor Vehicle Administration (MVA) hold on vehicles with unpaid parking citations. This hold prevents vehicle registration through the MVA until all outstanding citations are resolved. To remove the hold, the vehicle owner must pay all outstanding citation balances to the university and any applicable flag fees to the MVA. "
