Shelonda Stokes is an accomplished leader, strategist, and innovator dedicated to driving transformative change and economic development. As President of the Downtown Partnership of Baltimore and Executive Director of the Downtown Management Authority, she oversees multi-million-dollar organizations that have doubled revenues under her leadership, facilitated the relocation of 12 state agencies, and announced nearly $7 billion in active and planned development. Armed with an Engineering degree from Morgan State University, Shelonda champions data-driven strategies that enhance public safety, improve service delivery, and elevate Downtown Baltimore’s vibrancy. She spearheaded initiatives such as the BOOST Program, addressing ground-level vacancies and supporting minority-owned businesses, and the creation of a Digital Sign District to showcase Baltimore’s energy while generating revenue for property owners and arts districts. Recognized for her trusted leadership, she co-chaired transition teams for Governor Wes Moore and Mayor Brandon Scott and leads the Events Committee for the Preakness 150 Festival. With over 85 awards and honors, Shelonda continues to inspire confidence and collaboration, driving Baltimore’s resurgence and Maryland’s growth.
