Military Residency Change Policy

Morgan State University offers non-resident student veterans consideration to temporarily qualify for in-state status, for those who meet the requirements listed under the Board of Regents Residency Policy (Updated May 3, 2022).

Students who have the following military status may be eligible for change:

  • Active Duty Service members,
  • Retired Veterans,
  • National Guard service members,
  • Air Guard service members,
  • Coast Guard member
  • Marine
  • Naval seaman
  • Dependents with Transferred Benefits and
  • Spouses with Transferred benefits

Residency reclassifications for student veterans are created during the university's OPEN enrollment periods ONLY. Open enrollment periods begin the first day of any active registration and will close at the end of any open enrollment period or the Last Day to DROP/ADD in any given term or whichever date comes first. 

Any eligible student veteran who meets one or more of the MSU Board of Regents Military Reclassification guidelines MUST provide documentation from each category identified below for consideration. Documentation can be initially uploaded into the Military Funding Request Form (MFRF). If the MFRF is already submitted, eligible students can send their documentation to veterans@morgan.edu. All residency reclassification provisions are contingent on the student's continual use of benefits, military status standing, and maintaining continuous enrollment in any active academic program on campus. 

RESIDENCY PETITION CHECKLIST (Military)

Submit one (1) document from each category below (3) total documents. 

(unless specifically noted due to name differences, marriage, or adoption - can be up to 5 documents)

(All documents should contain the student's full name, current date, and applicable authoritative signatures) 

A. These documents will confirm where you are temporarily/permanently domiciled in the State of Maryland. (Submit one)

Cannot be month to month - must cover the entire term length - min 5 months  

  1. Current Active Lease (on Official Housing Development Letterhead)
  2. Current Rental Agreement (on Official Housing Development Letterhead)
  3. Current Deed to a House (pages showing owner, occupants, unit address, and signatures) 
  4. Hotel rental agreement (if temporarily staying in On-Post hotel housing - billing ledger) 
  5. On-campus housing assignment notice (email notification from Office of Residence Life)

 B. These documents will confirm your military/veteran or sponsor status. (Submit One)  

  1. DD214 (Retired Veterans ONLY) 
  2. Active Duty - Military Orders 
  3. Unit Assignment/Duty Station 
  4. Current Enlistment Documents 
  5. Letter of Casualty
  6. VA Benefits Letter (on official Dept of Veterans Affairs Letterhead)
  7. Association to Sponsor if student name is different (marriage certificate, birth cert, etc.)* Plus one document from  lines 1-5

C. These documents will confirm your benefit type or funding used (Submit One)  

  1. Certificate of Eligibility (COE) (includes Transferee)
  2. eBenefits Statement of Benefits 
  3. MD NG State Tuition Waiver (MDNGSTW)
  4. Federal Tuition Assistance Award Letter (FTA)
  5. Notice of Basic Eligibility (NOBE)
