Yellow Ribbon Program

I have not been admitted to Morgan State University yet, but I have submitted an application to be admitted to the school. Can I go ahead and complete an application for the Yellow Ribbon Program?

No. You must be admitted to Morgan State University in order to submit a valid application to participate in the Yellow Ribbon Program. 

Do I have to verify via WAVE for any parts of the Post-9/11 GI Bill or Yellow Ribbon Program?

No, you do not need to verify your enrollment via WAVE.

I want to start receiving the Yellow Ribbon Program benefits from Morgan for the upcoming semester. Can I apply now?

Yes. Morgan State University is a participating Yellow Ribbon Program school and the application is available on the website on the first day of Priority Registration during each Fall and Spring term ONLY.  

How will I know if my school has selected me for the Yellow Ribbon Program?

Each Yellow Ribbon Program awardee will be contacted via their Morgan email account if their application was approved and funding was still available. The amount awarded to you will also be included in the email with an explanation of where to look on your WEBSIS account for your award. 

Do I need to re-apply for benefits to participate in the Yellow Ribbon Program every term?

No. Once you are deemed eligible initially for VA Educational benefits under the Post 9/11 GI Bill and meet the following criteria you will remain eligible for the Yellow Ribbon Program as long as the following requirements still apply: 

    • You are in good academic standing according to Morgan State University Satisfactory Academic Progress Policy
    • Morgan State University continues to participate in the program
    • You have remaining entitlement under the Post-9/11 GI Bill
    • Your entitlement percentage is at a maximum of 100%
    • You remain a Non-Resident student of the State

Is the Yellow Ribbon Program funding automatically renewable from semester to semester?

No. If you receive funding in the Fall it does not mean you will receive funding in the following Spring semester. These funds are on a first-come-first-serve basis and are not automatic. Each student must complete a request to be re-considered in each semester they are matriculating.

If I do not receive the Yellow Ribbon Program scholarship this year, will I receive my basic Post-9/11 GI Bill benefits?

Yes. As long as you have submitted a certificate of eligibility and completed a Military Funding Request Form the Veterans Engagement team will assess your documentation and process your Post-9/11 GI Bill based on your level of eligibility.

If I apply for the Yellow Ribbon Program benefits and am not selected for this term? Should I reapply next term?

Yes. If you are not accepted to participate in the Yellow Ribbon Program this term, you should reapply next term.

Can the Yellow Ribbon Program be combined with any other military or veterans' educational benefit to cover the cost of attending Morgan State University?

No. The Yellow Ribbon Program is only paired with the Post-9/11 GI Bill at the maximum benefit amount.

However, there are additional internal and State scholarships that could offer student veterans other financial aid opportunities to meet the cost of a Morgan State University education. Paired with other military benefits, this could make Morgan State University an affordable option.

Would taking a leave of absence from school affect my Yellow Ribbon Program benefits?

Yes. According to the Department of Veterans Affairs, you must remain continuously enrolled. As per the definition of Morgan State Univesity's leave policy, if the student has an officially documented "leave of absence" the student is technically not enrolled and all substantiating paperwork by definition would have to imply some form of mitigating circumstances to solidify lack of enrollment or benefit termination. Situations such as this are reviewed on an individual basis by the Department of Veterans Affairs and final determinations will be disclosed directly to the student.

I recently graduated from Morgan. I am wondering whether the time I was attending Morgan is covered under the Yellow Ribbon Program. Is it possible to get a retroactive payment or refund on my tuition?

No. Yellow Ribbon Program benefits can only be used toward your current studies, and not as retroactive payment towards your study during the terms prior to your current election to use the Post-9/11 GI Bill benefits.
