Connie McDonald

Connie McDonald has served as the Director of the Upward Bound Program at Morgan State University since 2005. Prior to becoming the Morgan State University Upward Bound Program Director, Mrs. McDonald served as the Upward Bound Program Specialist/Assistant Director for twenty-four years. Mrs. McDonald holds a Master's degree in Guidance and Counseling from Loyola University Maryland, with an advanced certification in School Counseling; Master's degree in Early Childhood Education from Salisbury University, with an advanced professional teaching certificate for Nursery School through third grade and a Bachelor's degree in Marketing from the University of Maryland, College Park. She is an active member of the state TRiO association, Maryland Executive Council for Educational Opportunities (MECEO) serving as a past president and treasurer and is currently Scholarship Chairperson and Fundraising Chairperson and the region TRiO association, Mid-Eastern Association of Educational Opportunity Personnel (MEAEOPP), currently serving on the Scholarship Committee. Mrs. McDonald is dedicated to serving the needs of students to prepare and complete college enrollment.

Heather Riley

Heather RileyHeather Riley is the Administrative Assistant for Upward Bound Program. Heather joined Morgan State University Upward Bound Programs in November of 2012. She provides general administrative support to the staff. Ms. Riley took general courses at the University of Maryland, Baltimore County. She has been a tutor, a mentor, and a volunteer for many educational programs such as Student Support Services and Classic Upward Bound at the University of Maryland, Baltimore County and the Dyslexia Tutoring Program in Baltimore. She enjoys encouraging young minds to grow and is proud to be part of the Upward Bound Program.

Inga Williams

Senior Counselor/School Liaison

Inga WilliamsInga Williams serves as the new Senior Counselor/School Liaison for the Upward Bound program. She holds a bachelors degree in Public and Community Health from the University of Maryland, College Park and a master's degree in Human Services Administration from the University of Baltimore. Inga attended Paul Laurence Dunbar Senior High School and is also a graduate of Morgan State University's Upward Bound Program. She has remained active since she graduated from the program. She feels she has a personal responsibility to the program and its participants and is delighted to be a part of the Upward Bound staff. Inga has persevered despite trials and challenges and is very passionate about supporting our young people to do the same. Inga always says, "We all have a story and it is our responsibility to use it to bless others and grow from our experiences."
