Subpoenas & Legal Process

THE OFFICE OF GENERAL COUNSEL IS NOT THE PROPER OFFICE TO RECEIVE SERVICE OF PROCESS FOR ANY LITIGATION DOCUMENTS ON BEHALF OF MORGAN STATE UNIVERSITY.

Please see the below information regarding service of process: For Morgan State University Faculty and Staff:

  1. The University may NOT accept service in civil litigation.
  2. For civil litigation, please direct the individual attempting to serve the University to send the subpoena or other legal process (including a summons, complaint, or other litigation related document) to the Office of the Attorney General (OAG). This is the case whether or not the University is a party to the litigation.

    NOTE: OAG Civil Division is also accepting service for civil matters via email during COVID-19, at the following email address: civil_service@oag.state.md.us

  3. If such a document is mailed to you, or you otherwise receive such a document, please immediately submit the document in its entirety to the Office of General Counsel in accordance with the Office of General Counsel’s submission protocol.

For Those Trying to Serve a Civil Subpoena, or Send a Third-Party Civil Subpoena to Morgan State University:

  1. The University is NOT authorized to accept service in civil litigation.
  2. All subpoenas, complaints or summonses pertaining to civil litigation must be served on the Office of the Attorney General (OAG).

Please notify the Office of General Counsel, in accordance with the Office of General Counsel’s protocol, in order to determine next steps.
