Ms. Ailing Zhang currently serves as Senior Grants Manager for the Office of Research Administration. Ms. Zhang has over 20 years of experience in grants managements. She oversees proposal preparation and submissions to federal, state government agencies, universities and other various entities for Morgan State University. Her expertise includes both budget preparation and proposal review for compliance, conformity to sponsor and internal guidelines and non-financial post-award needs. She provides comprehensive training to Morgan faculty and researchers in all aspects of pre-award issues.

Prior to serving as Grants Manager, Ms. Zhang was Grants Specialist in the Office of Sponsored Programs and Research at Morgan State University (MSU), where she gained significant insights, experience and expertise in federal, state and other agencies grants processing. She learned how to interpret and implement University policies related to grants.

Ms. Zhang works to establish effective partnerships and linkages among University offices, faculty, government agencies, and private industry to promote and support the Morgan State research enterprise.
Beyond the Office of Research Administration, Ms. Zhang was an instructor in Chinese for over 8 years in the Department of World Languages and International Studies at College of Liberal Arts.

Ms. Zhang is very actively involved with the activities from the National Council of University Research Administrators (NCURA). She is a member of NCURA. She was selected to participate in a year-long 2007 NCURA leadership development course, where she was able to further develop her communication and leadership skills and broaden her research knowledge base. Ms. Zhang received her Master of Science from Morgan State University and Bachelor of Arts from Hubei University. She also obtained a certificate of Technology Transfer and Commercialization from University of Baltimore, a Certificate of Managing Federal Grants and Cooperative Agreements for Recipients from Management Concepts Company and a certificate of Uniform Guidance from NCURA.

She served on the Program Review Committee for 10th and 11th Colloquium for Information Systems Security Education Organization, served as NCURA Regional II Program Committee in 2004, Moderated NCURA Regional II annual meeting in 2004.
