Disciplinary Procedures

The Office of Student Rights and Responsibility (OSRR) and the Office of Residence Life & Housing (ORL&H) work collaboratively to protect student rights and University interests, promote responsible citizenship, and support students as they navigate the University’s conduct process.

Housing Expectations
Campus housing at Morgan State University is a limited resource and is reserved for students who are committed to upholding the University’s values and community standards. Residence hall living is a
privilege, not a right. To maintain this privilege, students are expected to comply with all applicable Housing Rules, Regulations, and Procedures; Residential Community
Students who do not meet these expectations may lose their housing eligibility and may be removed from campus housing.

Relationship to the Student Code of Conduct
Behavior that may violate the Student Code of Conduct can result in additional outcomes administered through the Office of Student Rights and Responsibilities. Housing-related actions and University conduct outcomes may occur concurrently, depending on the nature of the behavior.

Office of Student Rights and Responsibilities
The mission of the Office of Student Rights and Responsibilities is to support students’ social and intellectual development by addressing behaviors that conflict with the Code of Student Conduct. OSRR serves as an integral part of the University’s educational process by promoting accountability, learning, and community well-being.

OSRR Objectives

  • Promote a campus environment that supports the University’s overall educational mission
  • Protect the University community from disruption and harm
  • Encourage appropriate standards of individual and group behavior
  • Foster ethical values and civic responsibility

Student Learning Outcomes
Through participation in the student conduct process, the University seeks to:

  • Treat each student as an individual deserving of attention, consideration, and respect
  • Review information thoroughly and thoughtfully before resolving matters
  • Communicate openly and honestly with students throughout the process
  • Hold students to high behavioral standards to support community safety and personal growth
  • Advance the University’s educational mission through policies, programs, and educational initiatives that contribute to students’ intellectual and ethical development
