Resident Rights & Responsibilities

Our Residential Community

Morgan State University’s residential communities are made up of individuals with diverse backgrounds, identities, and lived experiences. The Office of Residence Life and Housing (ORL&H) is committed to fostering a learning-centered living environment grounded in mutual respect, open dialogue, and personal accountability.

Conduct that fails to respect the dignity of individuals or the diversity of the community is inconsistent with the University’s values and is not acceptable within campus housing.

Living on Campus

Living on campus is a privilege, not a right. Residents are expected to comply with all Residence Life rules and regulations, University policies, and the Code of Student Conduct. Violations of these standards may result in housing-related actions and/or referral to the University conduct process.

Resident Rights

Residents have the right to:

  • Be treated with respect and dignity by peers and University staff
  • Live in an environment that supports safety, learning, and well-being
  • Expect reasonable efforts to address concerns that impact the residential community
  • Engage in honest dialogue and express concerns through appropriate University channels

Resident Responsibilities

Residents are responsible for:

  • Upholding University policies, housing regulations, and community standards
  • Respecting the rights, property, and well-being of others
  • Understanding that they may be held accountable for behavior occurring within their assigned room, residence hall, or common areas
  • Ensuring that guests comply with all University policies and residence hall expectations
  • Making informed choices and accepting responsibility for the outcomes of those choices

Community Standards

Morgan State University does not condone or tolerate:

  • Inappropriate or disruptive behavior
  • Acts of intolerance or discrimination
  • Violations of University policies or housing regulations

While individual beliefs and values may differ, behavior within the residence halls is evaluated based on its impact on the broader community. All residents are expected to adhere to established community standards, regardless of personal viewpoints.

Shared Accountability

The University believes that community living requires a shared commitment to common standards of behavior. Residents are encouraged to review and thoughtfully consider the policies and procedures governing campus housing and to make responsible decisions regarding their ability to comply with these expectations.

By choosing to live on campus, residents agree to uphold these standards and understand that failure to do so may result in appropriate action through Residence Life and/or the University conduct process.
