Fall 2026 Billing FAQ

When is my bill due? What happens if I am unable to pay by the due date?

Bills are due August 1, 2026. However, the University has put in place an extended grace period of October 7 to allow students additional time to pay and/or make payment arrangements.

Students at risk of being dropped for non-payment will be contacted via their Morgan email account beginning September 9 to assist them with financial clearance. Registered students who intend to remain enrolled for fall 2026 should continue attending classes unless they receive official notice that their schedule has been dropped.

Very Important: If you are assigned university-managed housing, this grace period does NOT change your deadline for housing clearance.

How can I find out how much I owe?

All billing is delivered electronically via WebSIS/Student Self-Service. Bills are generated after you register for courses and may change based on factors such as credit load, housing and meal plan selections, health insurance waivers, or financial aid adjustments. To view your current balance, visit Account Detail for Term in WebSIS/Student Self-Service. Please note that for a variety of reasons, it is possible that all offered financial aid may not show on this screen. If you are unsure about your amount due, email billing@morgan.edu and include your student ID number.

How do I pay my bill?

  • Online: Pay securely 24 hours a day through WebSIS/Student Self-Service using TOUCHNet (Pay Now link). No additional fees are charged for this service.
  • In person or by phone: Cashier’s Office-Tyler Hall, Suite 211 (Monday-Friday, 9am - 4pm).  Phone: 443-885-2051.
  • By mail: Personal checks, cashier’s checks and money orders can be mailed to:

Morgan State University

Office of the Bursar

Tyler Hall Wing 211

1700 E Cold Spring Lane

Baltimore, MD 21251

Please do not mail cash.

Returned checks under $1,000.00 incur a $25 fee; returned checks over $1,000.00 incur a $50.00 fee. Failure to resolve a returned check balance may affect your enrollment status if not resolved by the deadline.

What if I cannot pay my full bill right now?

Morgan partners with Cashnet/Transact to offer interest-free payment plans. Enroll at: https://commerce.cashnet.com/morganpay.

The last day to sign up for a Transact payment plan for fall is September 15, 2026. Note: CASHNET does not determine the amount needed, as the University does not release your balance information to the company. You must enter the amount based on your balance due information from WebSIS/Student SelfService.

*First Time Users of the CASHnet Service must select New/Create an account to set up login credentials for the Transact/Cashnet portal.

Undergraduate students who have accepted all offered aid (including loans/Parent PLUS), and still owe a balance may be eligible for need-based institutional assistance. Apply at https://morgan.scholarshipuniverse.com/.

What if I have a third-party agreement/special billing arrangement?

Submit all Tuition Assistance Vouchers/Purchase Orders, 529 College Savings, Military, Maryland Prepaid, Education IRAs, Financial Guarantees, etc. to the Office of the Bursar immediately.

  • Email: thirdparty@morgan.edu
  • Mail: Morgan State University, Office of the Bursar, 1700 E Cold Spring Lane, Baltimore, MD 21251
  • Fax: 443-885-8264

Include your MSU ID number on all documents.

Tuition Reimbursement Plans based on academic performance do not qualify as third-party agreements.

How do I waive the student health insurance fee?

The deadline to submit the 2026-2027 Morgan State University Annual Insurance Waiver Form is September 10, 2026. https://go.gallagherstudent.com/Universities/Morgan%20State%20University/Home Questions: healthcenter@morgan.edu

I see a “BearBooks” charge on my account. What is this?

To enhance your learning experience and provide affordable access to course materials, all course materials are part of an inclusive access model called BearBooks. You can easily access the required materials for those courses at a discounted price, and benefit from single sign-on access with no codes required in Canvas. The University bills the discounted cost directly to your student account. For more information go here: https://www.morgan.edu/bearbooks. If you prefer not to participate, you may opt out by September 10, 2026. Instructions for opting out are available in the FAQ section on the BearBooks webpage.

How do I receive my refund of overpayment?

Refund processing begins after the semester’s add/drop period ends. Refunds are issued through Bank Mobile based on your selected refund preference.

  • New and transfer students will receive an email from Bank Mobile/BMTX Inc. to select a refund disbursement method. If you do not select a preference, your refund will default to a paper check mailed to your address on file.
  • Returning students keep their existing preference unless they update it in the BankMobile portal.

Please note: selecting “hold credits” on the Title IV Authorization Form will prevent the Auto-Refunding Process from processing your credit balance as a refund.

Please contact the Office of the Bursar at bursar.refunds@morgan.edu for questions about refunds.

I think I am being incorrectly charged as an out-of-state student. What should I do?

  • New or newly readmitted undergraduate students: complete the Residency Verification Form.
  • Newly admitted or newly readmitted graduate students: contact the School of Graduate Studies at gradapply@morgan.edu.
  • Continuing students: the deadline to complete a Residency Reclassification Petition is the last date of drop/add for the semester (September 8, 2026, at 5 p.m.).

What is the deadline to register for Fall 2026 classes?

The add/drop period ends on September 8, 2026, at 5 p.m. You are financially responsible for any classes on your schedule after this deadline.

What if I need to withdraw?

To receive a 100% refund, individual classes must be canceled via WebSIS/Student Self-Service before the end of the drop/add period (September 8, 2026, at 5 p.m.).  For full-time students, there is no reduction in the bill if still registered for 12 credits or more. After add/drop ends, you must withdraw from all classes to be eligible for a prorated refund of tuition only.

Refer to the student adjustments for withdrawals for more information. You must add or drop courses online in WebSIS/Student Self-Service. A stop payment of a check, failure to pay your tuition, or failure to attend class does not constitute withdrawal from your financial and academic obligations to the University. Information on accessing the withdrawal/cancellation request form is found here.

What if I need to cancel my Housing?

Students must complete a Housing Contract Release Form available here.

How will the University communicate information to me about billing, payment, financial aid and other important matters?

Students are expected to check WebSIS/Student Self‑Service and their Morgan email regularly. Offices across the University—including Financial Aid, Bursar, Registrar, and others—send important updates to your Morgan email. Check it daily.

What if I have additional questions?

Email the relevant office directly. Most offices respond within 3 business days, though response times may be longer during peak periods.
