VES Forms and Descriptions
To enhance transparency and improve the workflow experience, the Office of the Registrar now offers students the ability to track their form submissions in WEBSIS under "Service Request". This process, powered by Smartsheet Dynamic View, allows students to monitor the progress of their submitted forms from start to finish. Effective Monday, March 30th, the Veterans Engagement Services forms will now be visible and accessible in WEBSIS under Service Requests on a new VES Student Veteran Dashboard.
The dashboard will include all form updates on missing documentation, processing timelines, access to resources, scholarship information, and the latest VA/DoD updates and VES News. Students will be required to log into "SmartSheet" using their Morgan credentials to complete the forms listed below.
NOTE: A desktop computer or laptop is suggested for the best form completion and submission experience.
Military Funding Request Form (MFRF)
** THIS FORM IS MANDATORY FOR ALL STUDENTS WITH MILITARY AFFILIATION**
If you are an Active Duty service member, Select Reservist, National Guard member, Air Guard member, Coast Guard member, Marine, Naval Sailor, Retired Veteran, Dependent, Spouse, or ROTC Cadet (contracted or non-contracted), you MUST complete a Military Funding Request Form (MFRF) for every term you enroll in courses at Morgan State University, regardless of the type of funding you use.
Each student should complete only one form per term (e.g., once for Fall, once for Winter, etc.). To access the form or to check the status of a previously submitted form, log in to WEBSIS - "Service Requests".

Enrollment Information Update Form (EIUF)
Use this form to submit updates or changes to your previously submitted Military Funding Request Form. Your VES representatives will update your account profile based on the new information provided (e.g., adding/dropping classes, changes to your academic major, overrides, address changes, withdrawals, incompletes, or additional documentation).
You may complete this form multiple times throughout the term, depending on how many changes occur in your student profile. To access the form or to check the status of a previously submitted form, log in to WEBSIS - "Service Requests".

Retroactive Military Funding Request Form (RMFRF)
Use this form if you are a student veteran recently approved for VA Educational Benefits through the Department of Veterans Affairs or the Department of Defense and would like to request retroactive processing for a term attended in the past year. For example, if you were approved in the Spring, you may be processed for the previous Fall term if you submit the necessary documents.

Yellow Ribbon Interest Form (YRIF)
All potentially eligible students must complete the Military Funding Request Form. Your school's School Certifying Official (SCO) will review your submission to determine your eligibility for the Yellow Ribbon Program.
If you are a Chapter 33 (Post-9/11) student with 100% VA entitlement and classified as a Non-Resident by the university, you may qualify for additional tuition assistance through this program. The Certifying Official at your school will notify all eligible students who meet the criteria and need to complete any additional requirements.

Permission to Utilize VA Benefits - Off-Campus
This form is to be completed by any student veteran who is approved to take a class(s) off-campus and intends to utilize their VA Educational Benefits at a "guest" institution for the upcoming term.

PROCESSING TIME: 7- 10 Business days*

This form is to be completed by a student veteran requesting the temporary release of their VA Hold to make an account adjustment or change.
NOTE: Hold Removal Forms are reviewed in the order in which they are received. Holds will be automatically reapplied in 24-48 hours after being removed. All VA Holds will be automatically removed on the Friday before the next open registration period. PROCESSING TIME: 3-5 Business Days (Same-day removals may not be honored)
Students will be prompted to complete this form during the VES mid-term SAP assessment. This form will be sent electronically through SmartSheet for completion and return. This form is required to identify the specific academic needs of the student veteran who may not be meeting Satisfactory Academic Progress (SAP). This review is mandatory to ensure compliance with university and VA SAP requirements.
SUBMISSION DEADLINE: 30 business days before the end of the term. (Spring/Fall)*

Military Leave Notification Form
Service members called to military duty during the current term enrolled MUST complete this form for university-wide assistance in completing their program. This applies to all student veterans called to military service, military training, or emergency military leave. (See Military Leave Policy)
PROCESSING TIME: Minimum 10 - 15 Business days before departure
VES Fall 2026 Tuition Assistance Scholarship Application
This application is open to any military-affiliated student, using Chapter 30, Chapter 1606, Chapter 35, Chapter 33 (50%-90% entitlement ONLY), MD NG State Tuition Waiver, Federal Tuition Assistance, ROTC Bridge, ROTC Grant, Exhausted benefits, or Self-Pay. Tuition Assistance scholarships are designed to bridge the gap between the student's unmet financial need and the billing settlement. The maximum scholarship award is $500 per student applicant. Award amounts are based on the students' expressed needs, current account status, and required document submissions. For additional scholarship information and requirements, CLICK HERE! VES Fall 2026 Book Scholarship
This application is open to any military-affiliated student who is using Chapter 30, Chapter 1606, Chapter 35, MD NG State Tuition Waiver, Federal Tuition Assistance, ROTC Bridge, ROTC Grant, Exhausted Benefits, or Self-Pay. Eligible students must have a GPA of 2.5 or higher, provide documented proof of book costs, and MUST participate in the Morgan State University First Day Complete Bookstore Program. Book scholarship awards range up to $400 per student account based on additional requirements and account status. VES Summer Session I Scholarships
The Veterans Engagement Services team is offering eligible student veterans attending Summer Session I semester only, Tuition and Book Scholarship opportunities on a first-come, first-served basis. Summer scholarships are limited, and approval is not guaranteed. Scholarship eligibility and document submission requirements are applicable.
