Student Health Insurance Waiver
Morgan State University requires all full-time undergraduate students to maintain a comprehensive health insurance plan while enrolled. Students who already have a plan that provides coverage in all 50 states must submit the Student Health Insurance Waiver. Please click HERE to review the Health Insurance Waiver FAQs before completing your waiver.
Once the student submits the waiver by the deadline listed below, it will be processed on their account each semester, provided they remain registered as a full-time undergraduate student.
Note: The Spring 2026 Student Health Insurance Waiver is available only to new and transfer students enrolling for the Spring 2026 semester.

All full-time undergraduate (12 credits or more) students are required to have comparable Health Insurance to attend Morgan State University. Students with a comparable private Health Insurance plan can submit the Student Health Insurance waiver. We recommend students contact their Health Insurance Carrier (i.e. United Healthcare, CareFirst, Aetna, Cigna, etc.) to verify that their private health insurance plan provides comprehensive healthcare coverage in Maryland.
All students who are insured through Medicaid, please review the Medicaid Waiver Request . If you are unsure, please contact your Health Insurance Carrier.
All part-time undergraduate and Graduate (Master's or Doctoral) students are required to have comparable Health Insurance to attend Morgan State University.
1) Please click HERE and log in with your MSU student credentials under the section titled Spring 2026 Morgan State University SHIP (Hard Waiver Undergraduates). Once you've successfully logged in, please click the Waive button located on the left side of the screen.
2) Verify that your name and date of birth are correct. Enter all information requested in the fields located in the Student Health Insurance Waiver Form, please ensure all information is accurate based on your private health insurance card. Review the information for typographical errors.
3) Once you've finished the Student Health Insurance Waiver Form, please click Complete and Submit.
4) You will receive an automated confirmation email with the confirmation code associated with your waiver from Gallagher Student Health & Special Risk to your Morgan State University student email account. Log into your MSU email account to verify that you received the confirmation code. If you do not receive a confirmation email and code, please log into the waiver portal, and successfully resubmit the waiver. Verify the submission by logging into your MSU email account to verify that you received the confirmation code.
5) If you successfully submitted the waiver for the Fall semester and automated confirmation email with the confirmation code; your waiver will automatically apply for the Spring semester, after registering for 12 or more credits as a full-tie undergraduate student.
1) Once you've successfully submitted the waiver, we will begin processing the waiver approx. 48 hours after submission.
2) While viewing your student bill, the Student Health Insurance fee will appear as a charge on your account (located in the charge column).
3) The Student Health Insurance waiver will appear as a payment on your account (located in the payment column) equaling the same amount as the original charge. Thus, waiving the insurance.

SPRING 2026
- The Spring 2026 waiver is only accessible for new or transfer full-time undergraduate students enrolled at the University for the first time (first semester) or students who were not enrolled for the previous Fall semester.

Once the student successfully completes the Student Health Insurance Waiver and receives their confirmation code via email, the University will begin verifying the information provided in the Gallagher portal for accuracy and validity. The student must be registered as a full-time undergraduate student (taking 12 or more credits for the semester) for the waiver to apply to the student account.
The Student Health Insurance waiver for the Fall semester will begin applying August 1, 2025.
The Student health Insurance waiver for the Spring semester will begin applying January 5, 2026.
The Student Health Insurance waiver will appear as a payment on your account (located in the payment column) equaling the same amount as the original charge. Thus, waiving the insurance.

IMPORTANT: If you have Out-of-State Medicaid, please review the information on the Medicaid Waiver Request page before attempting to waive the Student Health Insurance for the Fall 2025 and/or Spring 2026 semesters. If you are an Out-Of-State student (does not reside in Maryland) and you have Medicaid, your insurance coverage is not accepted in the State of Maryland. Therefore, you will be responsible for paying out of pocket for ALL healthcare services (primary care, mental health, emergency medical services, specialty care, prescriptions, etc) in the State of Maryland.
We recommend ALL Out-Of-State students who are insured through Medicaid enroll in the Student Health Insurance Plan through United Healthcare. By enrolling in the Student Health Insurance Plan, students will be insured and receive benefits nationwide. Additionally, the student can receive healthcare services in the University Health Center, supported by the United Healthcare Insurance plan.
