Socioeconomic Program
Morgan State University shall comply with the provisions of Title 14, Subtitles 1 (Preferences to Benefit Disadvantaged Individuals), 3 (Minority Business Participation), and 5 (Small Business Reserve Program) of the State Finance and Procurement Article of the Annotated Code of Maryland. In addition, the University shall recognize reciprocal certification with other government agencies, but would not include these procurements in reporting governed under current State Law. Minority Business Enterprise (MBE) Program
Overview: The Minority Business Enterprise (MBE) program is designed to foster participation of minority- and women-owned businesses in state contracting opportunities. It includes a subcontracting program with a 29% aspirational goal, is race and gender specific, and applies to for-profit businesses. Certification is application-based through MDOT’s Office of Minority Business Enterprise and takes approximately 90 days, with annual renewal. MBEs and VSBEs are encouraged to perform as prime contractors. Key Attributes: 1. There is no cost to receive or maintain SBR, MBE, or VSBE certifications; annual renewals are required. 2. SBR designated solicitations may include MBE goals. 3. MBE and VSBE subcontractors cannot be removed by the prime without written consent from the agency head. 4. MBEs with dual certification can meet multiple subgoals on the same contract. 5. VSBEs with MBE certification can fulfill both subcontracting goals on the same contract. 6. MBE prime contractors may fulfill up to 50% of a subgoal. 7. Public procurement processes are open and transparent. 8. Firms are encouraged to obtain certification in each program for which they qualify. 9. Qualifying solicitations between $50,000 and $50,000 are automatically designated as SBR. 10. There is no cap to solicitations designated as SBR; value may exceed $500,000. 11. Contracts over $100,000 are evaluated for MBE and VSBE inclusion. 12. The purchasing agency must conduct a pre-bid meeting for solicitations that include an MBE and/or VSBE goal. 13. Prime contractor must name MBEs and VSBE subcontractors in the bid/solicitation. 14. The prime cannot remove MBE and VSBE subcontractors without written consent from the agency head. 15. VSBE prime contractors may fulfill 100% of a subgoal. 16. SBR, MBE & VSBE Liaisons are positioned in every participating agency.Morgan is mandated to follow the State's MBE as identified below.

Small, Minority, and Women-Owned Business – Video Lottery Terminal Fund: Targeted to help these business owners in the areas surrounding Maryland’s six casinos. At a Glance: FY2024 MBE Awards: All women combined. In FY2021, legislative action repealed a prohibition on counting a certified MBE as both a women-owned business and a business owned by a member of an ethnic or racial group. The participation of a certified women-owned MBE who holds dual certification may now be counted in multiple subgoal categories. Veteran-Owned Businesses Overview: The subcontracting program has a 3% award goal (Wes Moore, 2024) and includes disabled veterans. Applies to for-profit businesses. Certification is for veterans only; verification required. Small business must have 51% ownership & control. Online certification process via eMMA takes 3 days, with annual renewal. MBEs and VSBEs are encouraged to perform as a prime contractor. Procuring Goods & Services: Prime Contractor enters into a legal contract with the state organization, responds to requests, builds relationships with MBE and VSBE subcontractors, follows State regulations and procedures for contracting, and chooses MBE and/or VSBE subcontractors. Disabled-Owned Businesses Overview: Processes and Procedures, Procurement Opportunities, At a Glance: 1 in 10 small businesses in the U.S. are owned by a person with a disability (U.S. Small Business Administration). Disability-owned businesses were awarded $1,266,649 in FY24 (FINAL GOSBA FY2024 ANNUAL REPORT). Resources: There are over 16,000 certified Disability-Owned Business Enterprises (DOBEs) in the U.S. Disability program offers DOBE certification and connects disability-owned businesses with procurement opportunities. Maryland Department of Transportation (MDOT) MBE Program provides certification and resources for disability-owned businesses to participate in state contracts. Maryland Small Business Development Center (SBDC) offers free consulting services, business planning assistance, and access to financing. Maryland Department of Commerce offers grants and loans to support small businesses, including those owned by individuals with disabilities. Certification: Apply for certification through MDOT as part of the Minority Business Enterprise (MBE) Program. Submit documentation proving 51% ownership and control by individuals with disabilities, along with financial and operational details. Annual recertification is required to maintain DOBE status. Register with eMaryland Marketplace Advantage (eMMA) to access state procurement bids and contracts. Disability-owned businesses are included in the 29% MBE participation goal for state contracts.
