Frequently Asked Questions
- Why am I receiving citations even though I added the new/ temporary vehicle to my account?
When adding a new vehicle to your account, you must also link the vehicle to the active permit. Failure to do so, could result in citations and eventual towing. Please see instructions below:

- Enter morgan.t2hosted.com in the web browser.
- Press Login
- Press Affiliated Login
- Enter university login credentials.
- Press the Permitslink and then View Your Permits.
- Press the underlined parking permit number.
- Press Add Vehicles to Permit.
- Press Add a New Vehicle.
- Enter all of the required vehicle information and press Next.
- Select checkbox associated with new vehicle details.
- Press Add the Selected Vehicle.
- Your Permit Details page – You should see the parking permit details at the top of the page and associated vehicles at the bottom. This indicates the new vehicle has been linked to the current parking permit.
Note: Please double check to make sure the plate number and plate state has been entered correctly.
- Why am I receiving citations even though I have a MVA-issued disability placard?
Morgan State University’s parking lots and facilities are considered private property, and a MVA-issued disability placard alone does not grant parking privileges on the campus. To park in designated ADA accessible spaces, you must obtain a Morgan State University issued disability parking permit.
To apply, visit our website and complete the required DocuSign form, attaching the necessary documentation for approval. Once approved, you will receive an email with payment instructions.
3. What happens if I don’t pay my citations?

- If you accumulate three (3) or more unpaid citations, your vehicle is subject to towing.
- Unpaid citations are forwarded on quarterly basis to the MVA for flagging. In order for flags to be released, outstanding citation balances must be paid to the university. Additional MVA flagging fees will be the responsibility of the citation holder. (You must notify the parking office at 443-885-7275 after paying citations so the flag can be relesase)
- Any outstanding balance at that time will be reported to the State Motor Vehicle Department where your vehicle is registered with for collection.
- Why was my vehicle towed?
Vehicles may be towed for the following reasons:

- 3 or more unpaid citations
- Parkingillegally in reserved or ADA accessible parking spaces
- Obstructing traffic
- Parkingillegally in fire lanes (or against red/yellow curbs)
- Expired license plate
- Abandoned vehicle
- Why don’t we use hangtag permits anymore?
We have upgraded our parking enforcement system to License Plate Recognition (LPR) technology, eliminating the need for physical hangtags. This upgrade allows for a more efficient, fully online, and hassle-free parking experience. Correct license plate numbers are essential to this process!
- What is the Customer Portal?
The Customer Portal is our updated online platform where you can:

- Purchase a parking permit
- Join a waitlist for a preferred parking lot (faculty/ staff only)
- Update vehicle information
- Update contact information
- View and pay any citations on your account
- How do I appeal a parking ticket?
Parking citations can be appealed via email. Instructions are provided on the back of your citation. To submit an appeal, email citation.appeals@morgan.edu with your citation details.
- Can I receive a refund on a parking permit?
No, parking permits are non-refundable.
- Can I receive a discount on an MTA Charm Pass?
Yes! Students can receive up to $20 per month in savings by using the Charm Pass app. Must register using your university email address.
- Where can visitors park?
We welcome visitors with stress-free, text-to-pay parking on campus. To find visitor parking locations, text PARKMSU to 25023.
- Where can I pay for my citation?
You can pay for your citation through the Customer Portal by visiting morgan.t2hosted.com. The citation number or license plate number will be needed to complete the process.
- I have a permit to park in the garage but I’m still receiving citations?
Ground levels of all parking garages are reserved exclusively for Faculty and Staff permit holders. Students and visitors must park on the designated upper levels according to their permit type.
- Why can’t I park in a Reserved Parking Spaces?
Reserved, assigned, or specialty spaces are for registered and authorized holders only. Vehicles not registered to that specific space are subject to citation and/or towing.
- How do I follow up with recent changes and announcements?
Every semester, we send out a campus-wide email announcement to share important reminders and updates—such as permit renewal deadlines, lot closures, event impacts, and any operational changes.
