Getting Started With Your Funding

New First-Time Freshman

If you are a new first-time freshman who holds any military status (Active Duty servicemember, Reservist, Retired Veteran, wishing to use VA Educational benefits, you MUST first apply with the Department of Veterans Affairs using the www.va.gov weblink. 

Once you have been approved for your benefits and you are in possession of your Certificate of Eligibility (COE) you can then complete the Military Funding Request form. 

You may also want to check out our Board of Regents Residency Policy for those who may be eligible for an in-state residency status due to your military connection or benefit usage. Morgan State University is a proud participant in the Principles of Excellence and has made available the various reclassification provisions, along with a Residency Checklist for students to use to determine which documents are authorized to create a reclassification review.

New Transfer Students

If you are a new Transfer student who holds any military status (Active Duty servicemember, Reservist, National or Air Guard member, Retired Veteran, wishing to use VA Educational benefits, you MUST first apply with the Department of Veterans Affairs using the www.va.gov weblink.

If you have used benefits at your previous college or institution, you will first need to contact the VA Educational Hotline at 888-442-4551 to submit a Change of Place and Location.  This form will allow any remaining entitlement to be transferred over to Morgan State University as your new school. An updated Certificate of Eligibility will be provided to you by the Department of Veterans Affairs, which you can then upload into the VES Military Funding Request Form for review and processing. 

All transfer students should also communicate with a representative from the Transfer Evaluation and Articulation team.  This TEA team will provide the next steps for transcript credit evaluation and Transfer Student Support Days.

New Spouses and Dependents

If you are a spouse or dependent of a veteran and believe that you may be entitled to VA Educational benefits under your veteran sponsor, you MUST first determine whether the sponsoring veteran has transferred any available entitlement. All applicants whether entitled to benefits or unsure of eligibility standing, can apply with the Department of Veterans Affairs using the www.va.gov weblink. 

Once you have been approved for your benefits and are in possession of your Certificate of Eligibility (COE) all students must complete the Military Funding Request form to forward your documentation for review and processing.

Students are encouraged to check the University Board of Regents Residency Policy for those who may be eligible for an in-state residency status due to their military connection or benefit usage. Under new provisions military spouses and dependents are now eligible for residency reclassification if specific criteria are met. All students are asked to review the Residency Checklist to determine which documents to submit for review.

All Continuing Student Veterans (Active and Retired), Spouses, or Dependents Using Military Funding

If you are a continuing student veteran at Morgan and have used VA Educational benefits with us in a previous term, the process will remain consistent. To continue to use your VA Educational Benefit funding students are to complete the Military Funding Request form for the respective term they wish to attend. If there are multiple term registrations open simultaneously a different form should be completed for each term.

Processes may vary from student to student based on student status at the time of presentation to the team.  The Veterans Engagement Services representatives can provide more detailed follow-up by emailing veterans@morgan.edu for assistance.
