Morgan State University's Student Health Center primary focus is to support the health and well-being of our campus. Our plans are coordinated with the Maryland Department of Health {MDH) and Baltimore City Health Departments (BCHD), with additional guidance from the Morgan State University Health and Safety Committee.
We continue to recommend all campus faculty, staff, and students being up to date with vaccination against COVID-19, including the booster dose(s). Additionally, we offer students the opportunity to request a COVID-19 vaccination exemption.
Currently, students residing in University-managed housing are not required to submit a negative COVID-19 test before returning to their room assignment. However, if you are experiencing symptoms before returning to campus, we recommend taking a Rapid or PCR COVID-19 test. If you test positive before returning from Holiday break, please contact the University Health Center at 443-885-3236 and healthcenter@morgan.edu .
The University Health Center requires all Morgan State University students to submit a full copy of their Immunization Records (including COVID-19 vaccine) from their physician. Additionally, if you are opposed to receiving the COVID-19 vaccine, we require all Morgan State University students to submit a request for COVID-19 Vaccine Medical Exemption or COVID-19 Vaccine Religious Exemption. Once your exemption is submitted, please allow 5-7 business days for processing. If you receive MSU approval for a COVID-19 Medical Exemption or COVID-19 Religious Exemption, please email the MSU approval notification to healthcenter@morgan.edu
Please include your full name, student identification number, primary phone number and date of birth in your email. Additionally, ensure your COVID-19 Vaccine Religious Exemption or COVID-19 Medical Exemption approval is attached to the email in PDF format.
You may request a COVID-19 Vaccine Medical Exemption Request if you have a condition the Centers for Disease Control and Prevention (CDC) considers a contraindication for the COVID-19 vaccination. Contraindications include a severe allergic reaction (e.g., anaphylaxis) after a previous dose or to a component of the COVID-19 vaccine or an immediate allergic reaction of any severity to a previous dose or a known (diagnosed) allergy to any component of the vaccine.
Please keep in mind that the CDC recommends that individuals with most pre-existing conditions receive the vaccine to protect their health and safety. View more information from the CDC. To submit your completed COVID-19 Vaccine Medical Exemption Request Form with supporting ducmentation from your Physician, please email the completed request form to healthcenter@morgan.edu as an attachment or a photo. Ensure that your photo or attachment is clear and legible.
- Please include your full name, student identification number, and date of birth in the email.
- Once the completed document(s) and any supporting documentation are received, please allow a minimum of 5-7 business days for a decision to be determined.
- Additionally, continue to review your MSU student email address for additional correspondence regarding your request.

Please allow a minimum of 7-10 business days for your COVID-19 Vaccine Religious Exemption Request to be reviewed and approved or denied. Additionally, please ensure you complete all required fields and sign the request form.

The University Health Center has provided the Office of Residence Life and Housing Resident Directors (RD) with free At-Home Rapid COVID-19 Tests (while supplies last). If you are experiencing symptoms, please contact your RD to receive a free At-Home Rapid COVID-19 Test. Please carefully read the directions on “How To Administer” the COVID-19 test, before administering the test.
If the Office of Residence Life and Housing or your RD, cannot provide you with an At-Home Rapid COVID-19 Test, and you are experiencing symptoms, please contact the University Health Center immediately at 443-885-3236 and via email at healthcenter@morgan.edu .
If you test positive for COVID-19 (as a fully vaccinated student or with an approved exemption), please contact your RD. Additionally, please contact the University Health Center immediately at 443-885-3236. Please take a photo of your positive COVID-19 test, send an email to healthcenter@morgan.edu , include your full name, student ID number, and the date and time the COVID-19 test was taken. The University Health Center will provide you with further instructions with regard to isolation.
Please follow the instructions below as required by the Center for Disease Control (CDC):
- Stay home for at least 5 days and isolate as best as possible.
- Wear a high quality medical grade mask if you are around others (such as your roommate, suitemate, Resident Assistant, or Resident Director). If you do not have a mask or masks, please contact your Resident Director.

- Please take necessary steps to improve ventilation in your room assignment.
- Do not share your personal household items.
- Monitor your symptoms. If you symptoms ( List of symptoms- https://www.cdc.gov/coronavirus/2019-ncov/symptoms-testing/symptoms.html#Emergency) become worse, please contact MSU PD at 443-885-3100 immediately for emergency medical services.

The CDC no longer requires contact tracing to notify those potentially exposed to COVID-19. However, notifying your close contacts of exposure allows them to be vigilant for symptoms and to test appropriately.
Please reach out to people with whom you have had close contact (within 6 feet of distance for 15 minutes or more in a 24-hour period, masked or unmasked) within the 2 days before onset of symptoms or 2 days before your positive result if you have no symptoms. Notify them of your positive test. The health department may also reach out to you for additional contact tracing.
Additionally, please notify the University Health Center of all close contacts (students, faculty, and staff) via email at healthcenter@morgan.edu.

If you are off-campus, we recommend you contact the nearest Urgent Care Facility to receive a COVID-19 test. If you receive a positive COVID-19 test result, please email the results to healthcenter@morgan.edu and contact us at 443-885-3236.
