Winston A. Wilkinson, a professional business consultant, received his Juris Doctorate from Howard University School of Law and his baccalaureate degree from Morgan State University, where he also played collegiate basketball. He has been a business owner and has held numerous other experiences throughout his career, including adjunct professor at the University of Phoenix; government relations specialist in the Utah governor's office; specialist assistant to the secretary of education; national director, Office of Civil Rights, U.S. Department of Health and Human Services; and; his current position as chief of staff in Governor Hogan's Office of Community Initiatives.
