OFFICE OF STUDENT AFFAIRS
The Office of Student Affairs conducts programs and services designed
to support students' academic goals.
The Office is responsible for student life programs - residence
life, health services, student activities, and athletics; and student
support services - admissions, financial aid, counseling, career
development and cooperative education. Student Affairs is dedicated
to helping you achieve your goals and the goals of the University with
minimal difficulty.
The Office of Student Judicial Affairs - directs student discipline
at the University. Judicial officers determine the disciplinary charges
to be filed pursuant to the Code of Conduct (Code). The office falls
under the division of Student Affairs. All students are responsible
for familiarizing themselves with the Code. The office is located

SOPER LIBRARY
If you need a quiet, well lit, and comfortable place to study, do research,
meet with your group, or just relax and read a periodical, the Soper
Library is the place to be!
Soper Library and Information Technology Center is located at the southeast
corner of Cold Spring Lane and Hillen Road.
Soper's collection of more than 400,000 volumes consists of instructional,
research, cultural and recreational materials. The library was designated
as a U.S. Depository in 1940, thus its holdings besides books, periodicals,
and electronic media, include government documents. Non-print materials
such as recordings, slide, videocassettes, and art reproductions are
available. In addition, microform collection of journals, newspapers,
books, and other documents are available.
The library also houses audiovisual equipment, microform readers/printers,
computers, CD-ROM workstations, printers and photocopiers. The microcomputer
laboratory located on the ground floor provides access to the campus
computer network, software and the internet.
The Beulah M. Davis Special Collections Room, located on the
ground floor of the library, houses a rare collection of African-American
literature and history in the form of books, documents and manuscripts.
Materials in this room do not circulate.
Registered students, faculty and staff have access to the resources
of the University System of Maryland and from participating members
of the Baltimore Academic Libraries Consortium.
Public telephones are located on the main level in the area
between the inner and outer sets of exit doors. A courtesy phone
for campus calls is located south of the Circulation Desk.

OFFICE OF RESIDENCE LIFE
Do you want to live on campus? The Office of Residence Life (ORL) strives
to enhance the pursuit of academic excellence by providing a living
and learning environment that is conducive to the development of personal
and interpersonal skills and academic study. The university provides
quality residence hall programs, activities, and living facilities that
encourage participation of students through hall government and student
leadership positions. Residence Halls feature student rooms that have
data/cable access, study halls, laundry facilities and computer labs.
We also tailor residence life programs and activities to respond to
the cultural, social, recreational and educational needs of students.
Professional and paraprofessional staff reside in each of the residence
halls to work with students and to respond to emergency situations.
The Office offers several types of housing accommodations to meet the
diverse needs of our student population. Approximately 2,000 students
are housed in 4 traditional residence halls, two high rise buildings
and two apartment complexes.
Traditional Halls are equipped with vending machines, washer/dryers
and computer labs available for the use by the residents only. A Convenience
Store, operated by the University food service, is located in Blount
Towers. The university dining facility is adjacent to Rawlings Hall.
The Office of Residence Life also provides off-campus referral
services for students who are seeking these accommodations.
Off-Campus Accommodations
Many housing units are located within walking distance or within
a five (5) mile radius of the University. All units are rented on
a first -come-first-served basis. STUDENTS MUST MAKE THEIR OWN ARRANGEMENTS.
You should begin to search for housing early!
Types of Accommodations:
Off-campus listings are made available to any student or prospective
student.
- Rooms in Private Homes - Private homes are homes in which a student
lives with a family.
- Special Homes - Special homes are homes where approximately four
(4) or more students manage the home and do their own cooking and
housekeeping.
- Apartments - ORL maintains a listing of most of the apartments in
the immediate area.
- Share an apartment - ORL posts the names, phone numbers, and addresses
of persons wishing to share or sublet a house or apartment.

FINANCIAL AID
A college education requires serious financial commitment and planning.
Knowing what type of aid you are eligible for and application deadlines
can make a big difference and minimize the struggle of making ends meet.
The Financial Aid process can be quite confusing and at Morgan State,
we are committed to making the process stress free! To maximize your
chances, please follow these guidelines:
- Fill out your financial aid applications, including the FAFSA, accurately,
legibly, and completely.
- Get in touch with Morgan's Office of Financial Aid if you have questions
about how to fill out your applications.
- Submit all required information by the deadlines.
Financial Aid funds are disbursed on a rolling basis, if you apply
early, you receive first consideration. If you expect to begin college
in the fall, file your FAFSA no later than mid-February.

OFFICE OF THE BURSAR
When you are ready to pay your tuition, fees, and other bills, the
University Bursar's Office is available to assist you in making financial
arrangements. Be sure to coordinate with other sources of funding such
as scholarships, grants, loans, etc. that may be responsible for all
or a portion of your bill, to reduce billing confusion.
Registration is not complete until financial arrangements have been
made. Balances due may be paid in the form of cash (in person only),
certified check, cashier's check, money order, VISA, MASTERCARD, DISCOVER
CARD, or AMERICAN EXPRESS. You may pay with a personal check, however
there is a penalty for bad checks! All checks and money orders should
include your name, address, and social security number. Questions?

STUDENT HEALTH CENTER
The Student Health Center, located in the Woolford Infirmary, is operated
by the University to provide general medical care and health education
to all students. The Student Health Center is specifically equipped
to handle many routine and some non-routine ambulatory care problems.
When specialized care is needed, the student will be referred to a
private physician or hospital at the student's expense; student insurance
is available to offset some of the costs.
The Health Center, like most health care providers, operates on an
appointment system. In order for students to be seen, except in cases
of emergency, you must call and schedule an appointment with a health
center provider. If a student walks into the center without an appointment,
students with appointments will have priority.
In the case of an emergency, (as assessed by the Health Center's standards),
students will be referred to the appropriate Health Care Provider or
Medical Treatment Facility.
When the university is in session, nurse practitioners, a physician's
assistant and licensed practical nurses are on duty. The Health Center's
Medical Director, a physician, is available on site during specific
hours and 24 hours a day by phone. Gynecological services, like all
other services, are available by appointment.
The Student Health Center is open to students Monday-Friday from 8:00
A.M. to 4:30 P.M. Saturday and Sunday the Health Center is closed.
If medical care is needed after hours or on the weekend, please
call the Infirmary at 443.885.3236, and follow the directions on the
recorded message.

CAREER DEVELOPMENT
It is our hope that when you graduate from Morgan, you will pursue
a career in a field that integrates your skills, abilities, and interests.
The Center for Career Development (CCD) at Morgan State University provides
services that will help you make the transition from being a student
to becoming a professional in your chosen field. The CCD is a "full-service
career center", which addresses Career Counseling and Guidance, and
Internship/Career Support and Assistance.

The CCD is open daily Monday through Friday, and with evening hours
offered by appointment. The On-Campus Recruitment Program and fairs
attract recruiters from more than 300 corporate, government, and non-profit-organizations.
We encourage you to make use of all the resources that the CCD provides,
to help you prepare for life after campus.

TRANSPORTATION ON CAMPUS
Shuttle Program
Need to get around the campus? The University Shuttle Program
provides transportation for the Morgan community throughout campus including
stops at Blount Towers, Rawlings Hall, O'Connell Hall, Northwood Apartments,
McKeldin Center, School of Engineering, Northwood Shopping Center, and
Montebello Complex. You may board the shuttle at any of these stops
.
Shuttle Hours of Operation
The Shuttle buses run every 15 minutes starting on the hour, Monday
to Friday from 7.00 a.m. to 11.00 p.m. You may find the shuttle schedule
on the Morgan Website.

COMMUTER STUDENT SERVICES
The Office of Commuter Services (OCS) provides programs, services,
advocacy, and research for the benefit of off-campus and commuter students.
The Commuter Service Office is open 8:30 AM to 4:30 PM weekdays. The
office offers a variety of programs and services to help commuter students
adjust to the Campus that include:

DINING SERVICES
You have to eat in order to have the energy to do all that school work!
The goal of Business Services is to provide convenient and unique dining
experiences in a pleasant atmosphere that is clean, attractive and appealing
to the MSU community while serving wholesome and nutritious meals. In
addition to convenient vending machines located across campus, our dinning
services consist of:
Rawlings Dining Hall (Refectory)
This faculty is the main on-campus dining hall. Located in the Rawlings
building its 900-seat capacity is a great place for students, faculty,
staff and guests to eat. Once admitted into the dining hall, you may
make as many trips to the food court as you want, however, you may not
leave the facility with food or utensils. Our mouth watering food court
include a variety of offerings from the pizzeria; hot entrees section;
salad bar; grill; stir fry; deli section; deserts and sweets; ice cream
bar and a variety of hot and cold beverages. We serve a variety of delicious
foods at breakfast and brunch. We are sensitive to the vegetarian needs
of some of our students, and we occasionally serve theme dinners that
cater to the cultural diversity of the student body.

If you are a Morgan State University student sponsoring a University-approved
event, we provide professional catering services. A valid student I.D.
card is required and all orders will be reviewed by the University.
All reservations should be made at least 10 days in advance. Coffee
breaks and small receptions for 20 or less may be made up to 3 days
prior to the event. Food offerings include a variety of:

STUDENT CENTER
The McKeldin Center, located adjacent to the "Welcome Bridge", is the
focal point of cultural and social activity for the University community.
The Center provides the University "family" with programs and facilities
to satisfy a variety of out-of-classroom activities. The McKeldin Center
offers a variety of services to the University community as well as
the outside community through the use of its Alice Parham Ball--room,
conference rooms and lounges.
The Alice Parham Ballroom is a multipurpose room used for lectures,
dances, banquets, fashion shows, and receptions. This facility can accommodate
up to 350 people for a sit-down affair and as many as 700 people for
a reception or dance.
There are 4 conference rooms in the McKeldin Center that can accommodate
12 to 60 people for meetings, lectures and seminars. To reserve a space,
please contact the McKeldin Center Office with pertinent information,
such as the date desired, type of event, and number of people. Questions?

UNIVERSITY POST OFFICE
The University Post Office is located in the Montebello Complex,
Room C 07. Mail and packages must be picked up personally, with
your Bear Card, at the Post Office. You may pick up your mail Monday
to Friday from 9.00 a.m. - 4.30 p.m.
When giving your address to those who might send mail, please make
certain that complete information is included; name, residence hall
name and room number. Federal postal regulations prohibit sending cash

E-MAIL AND COMPUTER ACCOUNTS
Our computing facility, provides convenient access to E-Mail accounts.
Your E-Mail account allows you to send and receive E-Mail from anyone
on the Internet. To obtain an E-Mail Account, pick up an application
from Calloway room 313, complete the application and submit to the same
office. You can also apply online at the Morgan State website. E-Mail
Accounts are distributed each Tuesday and Thursday between the hours
of 9:00 a.m. and 4:00 p.m.
Engineering students may obtain a user account at the Network Operations
Center (NOC) in the Mitchell Engineering Building Rm. 218, ext. 4142;
http://www.eng.morgan.edu or helpdesk@eng.morgan.edu.
You may access your E-Mail from any Computing Facility with Internet
access on Campus at Morgan State University.
Free E-Mail accounts are also available through off-campus sites such
as www.hotmail.com, www.yahoo.com and others. Questions? Please call
