Department: Procurement and Property Control
Duties: Responsibility for obtaining quotes/bids for all construction and construction related projects. Reviewing and verifying key aspects of capital construction projects to ensure compliance with all appropriate State and University guidelines. Administer and monitor the entirety and completion of the larger and/or more complex procurements. Supports the Construction Contracts Manager in objectives; assisting as required with high profile acquisitions, preparation of contracts and development of customer orientated processes that are consistent with state, federal statutes and regulations. Evaluating and updating contract policy and operations ensuring the integrity of the contract process; reviewing and verifying contract modifications and allowances resulting from revised pricing, schedule impacts, omissions, latent conditions etc.
Minimum Qualifications:
Bachelors Degree from an accredited college or university in Business Administration or a related field. Five years progressively responsible experience in construction, construction management or design, contract management or procurement experience involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with Federal and State Procurement laws, regulations and conditions is desired.
Requirements:
Ability to conduct negotiations for contracts, modifications, claims, with the ability tio maintain the proper degree of business equity when dealing with private industry and in seeking University management approvals; skill in financial and quantative analysis to analyze contractor financial statements and perform extensive computations on cost/price data analysis, including review of cost breakdowns to determine reasonableness; skill in negotiation, mediation, arbitration, litigation, and other remedies; knowledge of purchasing automated data processing applications.
