PREPARATION FOR GRADUATION
GRADUATION APPLICATION DEADLINE
As announced previously, the deadline for applying for May 2016 Graduation was February 26, 2015. Students should file for graduation online, as instructed by the email sent to them by the Registrar.
If students applied for December 2015 Graduation, but did not graduate, they MUST submit a new application for May 2016 Graduation. If they already applied for May 2016 Graduation, they do not have to submit another application.
Late Applications: Students who do not apply for graduation by the deadline may not be certified for graduation on time, and their names may not appear in the Commencement Program Booklet. Students who submit late applications for graduation (after the February 26, 2016, deadline) do so with the understanding and the agreement that they may not be certified for graduation in time for the Commencement Exercises on May 21, 2016, and that their names may not appear in the May 2016 Graduation Exercises program booklet.
The policy of Morgan State University is that only persons who have applied for graduation by the published deadline and have completed ALL academic and financial requirements for graduation may participate in the Commencement Exercises. There are no exceptions to this rule! In addition, participation in the Commencement Exercises, receipt of graduation invitations, the appearance of names in the printed program, or receipt of this information packet will not be considered evidence of graduation.
GRADUATION ANNOUNCEMENTS, ACADEMIC REGALIA, ETC.
Generic graduation announcements will be available in the Morgan Bookstore Beginning April 7, 2016, at a cost of $19.98 for a package of ten. (NOTE: Packages will not be broken.) Personalized Announcements are available at 1-800-854-7464 or via the web site at https://www.jostens.com.
Cap and gown sets include the cap, gown, hood, and tassel. The prices for the cap and gown sets are as follows: The Bachelor’s set is $65.00, the Master’s set is $75.00, and the Doctoral set is $95.00. These prices do not include sales tax. Fine quality regalia is also available for doctoral candidates; the fine quality sets must be ordered eight weeks in advance of Commencement, are custom made and based on features selected, and are promotionally priced by Jostens at approximately $500 each.
Distribution of caps & gowns will begin during the Spring 2016 GradFest, which is the Morgan Bookstore’s appreciation event for all graduates. GradFest will be held on Thursday, April 7, 2016, and Friday, April 8, 2016, from 10:00 a.m. – 4:00 p.m. A picture ID will be required for pick-up of caps & gowns.
The Morgan Bookstore will be open on Rehearsal Day, Friday May 20, 2016, from 8:30 a.m. to 6:00 p.m. A class ring representative will also be available during Rehearsal from 10:00 a.m. to 2:00 p.m. The Morgan Bookstore will be open on Commencement Day, Saturday, May 21, 2016, from 8:00 a.m. until 2:00 p.m. For questions about regalia or announcements, please telephone the store at 443-885-3075.
The Graduation Fee for all candidates is $75.00. Students’ TOTAL accounts, including any tuition, fees, and fines, MUST be settled in full on or before April 8, 2016. All payments are cash, certified check, credit card, or money order—no personal checks. If any charges are reported to the Bursar’s Office, Montebello 124A, after April 8, 2016, students will be notified so that payment may be made immediately. Students should make certified checks or money orders for the amount due payable to Morgan State University. NO PERSONAL CHECKS WILL BE ACCEPTED. NDSL/Perkins Loan Exit Interview
All students who received NDSL/Perkins Loans must report to the Bursar’s Office (Montebello 124-A) for their exit interviews between April 11—April 28, 2016, from 10:00 a.m. to 12:00 noon and 2:00 p.m. to 4:00 p.m. All other exit interviews may be scheduled with the NDSL Coordinator by appointment at 443-885-3010 or 3189, or by e-mail at email@example.com.
Federal Education Loan/Federal Direct Loan Programs (Subsidized/Unsubsidized STAFFORD)
All students who received Subsidized/Unsubsidized Stafford Loans must complete the required Loan Exit Interview online at www.studentloans.gov prior to the last day of classes for the Spring 2016 semester. Students should contact the Loan Department with any questions or concerns: 443-885-3637.
Final examinations for graduating seniors and graduate students will be given May 2 — May 7, 2016. Students who have not met all academic requirements by May 13, 2016, may not be certified in time for graduation.
CERTIFICATION FOR GRADUATION
Only students who have been officially certified for graduation by the Office of Records and Registration may participate in the Commencement Exercises.
Two steps toward participating in May 2016 Commencement: Once all requirements for the degree have been met, there are two final steps toward participating in the May 2016 Commencement Exercises:
Step 1: Official Notification of Certification
The Office of Records and Registration will certify students academically for graduation and grant them permission to participate in the Commencement Exercises. The Office will notify students of their certification via email. No certifications will take place on the day of Rehearsal or the day of Commencement.
Determining Requirements for Graduation Not Met: If students are informed by the Office of Records and Registration that they have not been certified for graduation, they should report immediately to the appropriate college/school location to determine what requirements remain unfulfilled, at the following locations, before May 18, 2016:

Students who have not been certified when they first contact the offices noted above should remain in contact with the Office of Records and Registration to determine whether their names have been added to the list of certified students. However, they should not wait until after May 18, 2016, to do so.
Step 2: Picking up Certification, Admit Tickets and Other Material at Rehearsal
Once students have determined that they have been certified to graduate and to participate in the Commencement Exercises, they are authorized to attend Graduation Rehearsal.
All graduating students must attend the Graduation Rehearsal on Friday, May 20, 2016.
Rehearsal for graduate students (those receiving the doctorate and the master’s degree) will be at 9:00 a.m. on Friday, May 20, 2016, in Hill Field House.
Rehearsal for undergraduate students (those receiving the bachelor’s degree) will be at 10:30 a.m. on Friday, May 20, 2016, in Hill Field House.
At the end of Rehearsal, after posing for the Class Photo, students will report to the designated locations for their college/school to pick up their Certification Cards, Admit Tickets and Verification of Attendance Card.
Certification Cards: Each student will be issued one (1) Certification Card. Only that student may use the Certification Card issued to participate in Graduation Exercises on Saturday, May 21, 2016. The Certification Card will bear the student’s name and discipline (and honors, if earned) and a special code that prevents duplication of the card. Once the student receives the card, he/she should secure it in a safe place. A student cannot be admitted to participate in the Graduation Exercises on Saturday without the Certification Card.
Severe Weather Admit Cards: In case of severe weather, Commencement Exercises will be held in Hill Field House. Admission to the Field House for the audience will be by Admit Ticket only. Graduating students will be given three (3) Admit Tickets, and they should distribute them to selected relatives and friends. Other relatives and friends may view the commencement at designated satellite location in Murphy Fine Arts Center and the University Student Center.
Verification of Participation in Commencement Cards: Graduating Students will be issued Verification of Participation in Commencement Cards at the end of Rehearsal. Students should fill out those cards prior to Commencement and bring them to Commencement on the day of graduation. They will submit those cards at the end of Commencement to verify their attendance and participation in the Recessional.
After students have completed these two steps, they will be prepared to report, on time, for the Commencement Exercises on Saturday morning, May 21, 2016.
All students who have been certified for graduation MUST attend and participate in the Graduation Rehearsal. They should report for Rehearsal promptly at the following times and locations:
Graduate Degree (Doctorate and Master’s Degree) Recipients: Candidates for the doctorate and the master’s degree will rehearse on Friday, May 20, 2016, at 9:00 a.m. in Hill Field House.
Undergraduate Degree (Bachelor’s Degree) Recipients: Candidates for the bachelor’s degree will rehearse on Friday, May 20, 2016, at 10:30 a.m. in Hill Field House.
Students will be instructed by the Chief Marshal, Associate Marshals and Deans on protocol and procedures for being awarded the degree and about conduct during the Commencement Exercises.

CLASS PHOTO AT GRADUATION REHEARSAL
Immediately following graduation rehearsals for graduate students at 9:00 a.m. and undergraduate students at 10:30 a.m. in Hill Field House, graduates will pose for the official Class of May 2016 Photographs. The graduate student class pictures (doctorates & master’s) will be be taken at 10:00 a.m. The undergraduate student class picture will be taken at approximately 11:30 a.m. 11:45 a.m.
For this purpose, students must bring their caps, gowns and hoods and must be dressed in appropriate attire for posing for the Class Photo after the rehearsal. Proper attire includes white shirt and tie and dress shoes for gentlemen and appropriate collar and dress shoes for ladies.
