Department: Procurement and Property Control
Duties: Supervises and coordinates work assigned to the Construction, Commodities, and Property Control units; performs construction project contract administration; serves as the lead Procurement Officer; manages various difficult and complex issues involving disputes, modifications, claims, and closeouts. Exercises and delegates Procurement Officer authority for contracts; develops agenda items for the Board of Public Works for contract actions requiring approval; leads negotiations with contractors; may act as a team leader; evaluates University contract policies; assists in updating policy instructions and operating procedures involving the integrity of the procurement process; ensures compliance with University Procurement Policies and Procedures as well as the State of Maryland Corporate Purchasing Card Policy; monitors contracts to ensure compliance throughout the entire contract period; assists in the resolution of contract issues; advises and trains University staff and faculty regarding procurement matters; performs other duties as required.
Minimum Qualifications: Minimum Qualifications: Bachelor's Degree from an accredited college or university; eight (8) years of progressively responsible property control, procurement or project management experience. To be considered you must have a minimum of two (2) years in construction procurement and five (5) years of supervisory or project manager experience.
Preferred: Master's Degree from an accredited college or university; experience in the oversight or involvement with the MBE program. A background in construction procurement; Knowledge of public procurement, higher education, or state contracts. Experience ensuring compliance with Federal and State procurement laws, regulations, and conditions.
Requirements: knowledge of the construction industry. Knowledge of Federal and State procurement laws, regulations and conditions; skill in financial and quantitative analysis to analyze contractor financial statements and perform extensive computations on cost, price data analysis, including review of cost breakdowns to determine reasonableness; ability to pay close attention to detail; ability to communicate effectively.
