Human Resources

The Office of Human Resources is located on the first floor of the Carter-Grant-Wilson Building, Room 100. Its mission is to provide the necessary support to faculty, administrators, staff and students regarding staffing, information and assistance in State and Morgan State University rules and regulations, policies and procedures, fringe benefits and employee assistance programs. This office also handles the administration of grievances and appeals filed by employees.

Employment/Hiring

  • Administrative - All announcements of vacancies must be processed through the Office of Human Resources. The approval of the appropriate Vice President must be obtained before recruitment may begin.
  • Classified - Employees with this status are selected via a list of eligibles provided by the Office of Human Resources. Positions classified as "interview and hire" are exempt from testing for employment. However, applicants must meet the minimum qualifications for the position. The approval of the appropriate Vice President must be obtained before recruitment may begin.
  • Contractual - The Office of Human Resources coordinates the employment of contractual employees. In this category, employees are hired for a designated period and do not receive the same fringe benefits as classified, administrative or faculty employees. An authorized employee must submit a PF 10 form, a CPB 311 form and a completed job description to request the employment of a contractual employee. These forms must be submitted at least 10 days prior to the first day of employment. Hiring is contingent upon all the appropriate approvals, including fund certification. No employment commitment is binding on the University until the employee signs a contract that has been approved by the appropriate Vice President and the Vice President for Finance and Management.

Fringe Benefits
As a State Agency, Morgan State University's regular employees are entitled to the following benefits:

Brochures and applications for these benefits are available in the Office of Human Resources, for your convenience. In addition to the above benefits, the University offers regular employees the following benefits:

  • Tuition Waiver Program - Full-time employees may take up to eight (8) credits of undergraduate courses per semester free of tuition charge. Dependents may take a full load of undergraduate courses or up to eight (8) credits of graduate courses. The tuition waiver program for dependents of University employees shall be available only after the employee has been in the University's service for two years prior to the anticipated date of registration for course work. Tuition waived for all education may be subject to Federal and State taxes. Payment of all University fees, undergraduate or graduate, is the responsibility of the student. Part-time employees and their dependents may quality for the tuition waiver program on a pro-rated basis. Effective June 2001, the tuition waiver benefit has been extended to include institutions under the University System of Maryland and St. Mary's College for eligible spouses and dependents of regular employees. Tuition Waiver Application Forms are available in the Office of Human Resources.
  • Optional Retirement Plan (OPR) - All eligible employees must select a retirement plan at the time of employment. Morgan State employees have the option of participating in a retirement program other than the Maryland State Retirement and Pension System. Employees can choose from the following companies: ACI, VALIC, AETNA and TIAA/CREF. Each of these retirement companies offer a range of supplemental retirement annuities. Please note that while an employee who is currently in the State Retirement and Pension System can choose to transfer into an OPR, an employee currently in an OPR can not transfer into the State Retirement and Pension System.

Employee Assistance Program
The State of Maryland offers an Employee Assistance Program which provides assistance to employees with drug, alcohol, marital, financial and personal problems, which have an adverse affect on their job performance. Complete details on this program and self-referral is available in the Office of Human Resources. Contractual employees are not eligible for this program.

Job-Related Injuries
All employees who sustain a job-related injury should first notify their immediate supervisor to complete an accident report. The employee, if able, should then report to the Office of Human Resources to pick up a form to receive medical attention at the Concentra Medical Center on Pulaski Highway. Employees who are injured after office hours should report to the Police Department for assistance. The Medical Center is open 24 hours a day. Depending on the time of service, an employee may need to arrange for transportation, provided by the University, when leaving the Medical Center. Transportation for follow-up appointments is the responsibility of the employee.

Grievances and Appeals
Employees who desire to file a grievance or an appeal for some adverse treatment will find counseling and the necessary forms in the Office of Human Resources. Appeals of suspensions for classified employees may be filed with the Vice President within three (3) working days or directly to the Office of Administrative Hearing (11101 Gilroy Road - Hunt Valley, MD 21031) within five (5) working days. Grievances and appeals filed by contractual employees are limited to review by the University.

Separation from Morgan State University
Upon leaving the University, every employee is required to complete a clearance form. This form, once completed, indicates that the employee has no outstanding obligation to the University and is entitled to his/her final payroll check. These forms are available in the Office of Human Resources.
