MORGAN STATE UNIVERSITY
PARKING RULES AND REGULATIONS

It is the desire of the University to provide parking for all university faculty, staff and students. Parking is provided on a renewal basis for daytime faculty/ staff and on a first-come basis for students and evening weekend faculty/ staff. There is now sufficient parking for University personnel; however, most spaces are located on the extremities of the campus.

The following regulations have been designed to provide for the effective use of parking areas, the safe movement of motor vehicles and pedestrian traffic, the general safety of the campus, and the enforcement of the regulations. Failure to comply with traffic regulations constitutes a violation subject to penalties as herein set forth. Regulations must be observed at all times including exam periods, registration, summer school and inclement weather.

These regulations are not to be superseded by any verbal communications by anyone. Changes to this official policy will be made in writing and distributed as an addendum to this document.

University Parking
Registration and Regulations

  1. To be legally parked on the University campus at any time, one must display a valid University permit; this policy applies also to handicapped drivers and visitors.
  2. When registering a motor vehicle, individuals must present their vehicle registration card and a valid driver's license. Permits will not be issued until these documents are provided.
  3. Any person who registers a motor vehicle at MSU is responsible for all violations involving that vehicle while on the campus.
  4. Handicapped permits - Persons desiring to purchase a handicapped permit must present their vehicle registration card, a valid driver's license, as well as a copy of Motor Vehicle Administration's Form VR 210 - Application for parking Permit/ License Plates for Individuals with a Disability.
  5. Vehicles are not officially registered until the windshield permit is placed on the inside of the drivers' side back door window, in the lower right corner. This permit must be clearly visible at all times or the vehicle will risk being ticketed or towed at the owner's expense.
  6. A parking permit must not be affixed to a motor vehicle other than the one for which it was issued, and may not be altered or defaced.
  7. Once a permit is purchased, refunds will not be given unless the permit is returned, intact, PRIOR to the start of the vehicle registration year.
  8. Permits are non- transferable. When a permit holder leaves the University prior to the expiration of his/her permit, or chooses not to renew their current permit, the permit is automatically voided.
  9. Duplicate permits are available for use on an alternate or temporary vehicle. A duplicate sticker may not be purchased in your name for someone else's use.

VISITOR PARKING & SPECIAL PERMITS

  1. Visitors are defined as those individuals who are not students or employees of the University and are, therefore, ineligible to obtain a permanent parking permit.
  2. Visitors and vendors, unless parked at a meter, are required to register their vehicles with the Police Department and receive instructions as to where to park while visiting MSU. It is the responsibility of visitors to comply with parking assignments. If parked in a lot other than the assigned space, cars will be ticketed and/or towed. The Police Department operates on a 24-hour basis and is located at the Washington Service Center.
  3. Metered parking spaces are available for visitors and, unless otherwise noted, are in operation from 7:00 a.m. to 10:00 p.m., Monday thru Friday, during the period that school is in session (including exam days).
  4. Special loading zone permits are available at the Police Department and will be issued after consideration of need.
  5. Special visitor permits for meetings, seminars, dinners, etc., can be obtained from the Police Department in advance. Requests for permits should be made one week prior to the date of the permit.
  6. All visitors are expected to adhere to the rules and regulations outlined in this brochure.

Appeal Procedures

On each ticket there is a form, which must be completed and returned to the Police Dep't. within 5 working days of the payment due date, if the ticket is to be appealed.

WHERE TO REGISTER

Day Faculty and Staff
For those persons already in possession of a Morgan State University parking permit, renewal is done through mail-in registration. All other day faculty and staff should complete registration during the last week of August. Specific procedures are circulated during the registration period.

STUDENT PARKING

To be legally parked on the University campus at any time, a vehicle must display a valid University- issued parking permit. This regulation applies to cars with handicapped licenses and cars driven by visitors.

Your permit is valid on any campus lot from 4:15 p.m. until 8:00 a.m., Monday thru Saturday, and from 8:00 a.m. Saturday until 8:00 a.m. Monday.

Residential Student Lots (spaces restricted for residents only)
Verification of your campus room assignment will be required to purchase a residential permit.
Residential permits are issued on a semester basis and are designated for specific lots.

HOW TO REGISTER

Steps:

  1. Pay the appropriate fee at the cashier's window, Montebello - 1st Floor
  2. During the Registration Period - proceed to the Police Department Parking Permit Station located at Montebello
    After the registration period - go to the Police Dept. located at the Washington Service Center
  3. Submit a completed Motor Vehicle Registration Form, a copy of your driver's license and motor vehicle registration card along with your receipt of payment to the customer service representative. If requesting a residential permit, verification of on-campus residency must be provided.
  4. Upon review and acceptance, a MSU parking permit will be issued.
