Police & Public Safety
The University
Police Department is responsible for maintaining an atmosphere conducive
to academic studies and research through the protection of life and property
on the campus and immediate surrounding areas. Services provided include
patrol (foot, bicycle and motorized), investigation, crime prevention
programs and parking/traffic control. The campus community can significantly
enhance the effectiveness of the Police Department by reporting suspected
criminal activity, vandalism and the like.
The University
Police Base Station, located on the third floor of the Washington Service
Center, is open 24 hours a day, seven days a week. The 24-hour emergency
phone numbers are 443.885.3103 or 443.885.3179. The administrative
section is also located on the third floor of the Washington Service Center,
Room 300. The office handles student parking permits; evening and weekend
permits for faculty, staff and students; and parking citations.

Parking
Typically, parking registration is conducted in August of each year and
parking permits issued must be renewed on an annual basis. To be legally
parked on the University campus at any time, one must display a valid
University parking permit. This policy also applies to handicapped drivers
and visitors. Persons parking at metered spaces must feed the meter for
the time that they are parked.
Typically,
immediate access to parking is available on perimeter parking lots. However,
due to the demand for on-campus parking, the parking lots located within
the campus will be full. Therefore, registration on a waiting or transfer
list is encouraged to ensure that you obtain a permit as expeditiously
as possible once parking spaces become available.
Faculty
& Staff - Permits are issued by lot designation and there is a
fee assessed for permits at the time of permit issuance. Once issued,
the permits allow the recipient to park in the assigned lot at anytime.
However, the permit parking stickers must appear on the vehicle. A duplicate
permit can be obtained for $5, but a person cannot possess more than one
extra permit. Registration and permit sticker issuance takes place in
the Office of Business & Auxiliary Services.
Evening
and Weekend - Lower cost evening/weekend permits are also available
for faculty, staff and students at Police Headquarters. Evening/weekend
permits are valid on any lot after 4:15 p.m., Monday through Friday and
all day on weekends.
Resident
Student Parking - Several lots are restricted for resident student
parking (lot L has a few spaces for faculty and staff). A limited number
of parking spaces are issued for each lot. Permits are sold by semester
(one-half cost for Spring semester). Resident student parking permits
can be obtained at Police Headquarters, from 8:30 a.m. to 4:30 p.m., Monday
through Friday, after payment is made at the Cashier's window in Montebello.
Permit sales are restricted to resident students up through the first
week of each semester.
Non-Resident
Student Parking - Designated lots are available for commuting student
parking. Permits are sold annually (one-half cost for Spring semester).
Non-resident student parking permits can also be obtained at Police Headquarters,
from 8:30 a.m. to 4:30 p.m., Monday through Friday, after payment is made
at the Cashier's window in Montebello.
Visitor
Parking - Special visitor parking permits for meetings, seminars,
dinners, etc., can be obtained from the University Police Department.
University employees are encouraged to obtain and send their guests parking
passes in advance of their arrival.
For large
groups, Qe Lot is usually used and visitors then come to campus by way
of the University shuttle bus.
Handicapped
Parking - Parking spaces for the handicapped are available to those
possessing a State of Maryland Handicapped Motor Vehicle Registration
and a valid University parking permit.
Parking Violations
and Penalties - All permit holders must abide by the University Parking
and Traffic Regulations, a copy of which can be obtained at the Business
& Auxiliary Services Office or at the University Police Department.
Fines and penalties for violation of registration, parking and traffic
regulations take the form of ticketing or towing, depending on the circumstances
(refer to the University Parking and Traffic Regulations for specific
details). Morgan State University is part of the Maryland Flagging System.
Unpaid citations will result in vehicle registration being withheld or
revoked.
