CAPITAL PROJECTS UPDATE

As of July 2004

Many new and exciting projects are presently or will soon be under construction in many areas of campus. This work will impact parking, vehicular and pedestrian traffic at various times throughout the coming year. As these projects progress, updates will be issued periodically to keep the entire campus community informed of detours, closings, stoppages, etc.

The following describes the projects, their progress, and any impacts on campus life:

PARKING LOT & ROAD IMPROVEMENTS
Many of the campus parking lots have been either rebuilt, restructured, expanded, and in some cases, reduced. Also, new parking areas have been or will be created.

J Lot: Due to the start in August 2003 of the New Student Center and the new Parking Garage, J Lot will be permanently out of commission. The new 534-car parking garage will be completed in 12/05.

Murphy Roadway (MR): Due to the start in May 2004 of the New Library, the roadway will be temporarily closed to University vehicular and pedestrian traffic from 5/04 thru 7/06.

Library Roadway (HR): On-going campus-wide site improvement plans dictate the need to prohibit parking on the library roadway.

R Lot: Due to the proposed enhancements by the City to Argonne Drive and Morgan’s campus-wide site improvement plans, R Lot will closed in September 2004. The present plans will provide for an expansion of that portion of T Lot that is parallel to Argonne Drive.

S Lot (Visitors): Due to the renovations to Morgan’s Central Heating Plant, S Lot will be out of commission from 10/03 thru 4/05.

B Lot @ Banneker Hall: Due to the construction of a new pedestrian bridge across the Chinquapin Run adjacent to Banneker Hall, the roadway will be temporarily closed at Banneker Hall to University vehicular and pedestrian traffic from 5/04 thru 3/06.

Montebello: A new 564-car parking lot (Y) south of the new Fine Arts Building and a smaller 58-car lot (X) that is directly adjacent to the Fine Arts Building have been completed.

Alumni House: A new 22-car parking lot (Z) has been constructed adjacent to the Alumni House.

Richard N. Dixon Science Research Center: A new 19-car parking lot has been constructed at the rear of the Center.

CAMPUS-WIDE SITE IMPROVEMENTS
This project will improve green space, walkways, and roads throughout the campus. Included will be landscaping, new paving, benches, kiosks, lighting, athletic field improvements, and parking. Work scheduled for 2004 will include the widening of the Verda Welcome Bridge (9/04-3/05), athletic field improvements (5/03-8/04) and the construction of a new pedestrian walkway from the Fine Arts Center to Hill Field House (9/04-6/05).

NEW COMMUNICATIONS CENTER
This project is a new 78,600 GSF building with a total budget of over 22 million to house the Communications Studies Dept., the media center, and the WEAA radio station. The site is the undeveloped land between the Engineering Building and the Chinquapin Run. The project includes a Pedestrian/ Light Vehicle Bridge to span the stream and connect the Quadrangle between Holmes Hall and Banneker Hall to the new building. Construction started in January 2004 and the facility is scheduled to be completed March 2006.

NEW STUDENT CENTER
This project will construct a new 130,480 GSF building on the site of the existing Soldiers’ Armory, which has been demolished. The building will contain a ballroom, meeting rooms, food services, the Book Store, recreation facilities, student organizations, and student lounge areas. The project is budgeted close to 36.5 million. Construction started in August 2003 and the facility is scheduled to be completed December 2005.

NEW PARKING GARAGE
This project will construct a new 500+-car parking structure on the existing J Lot behind the proposed new Student Center. The project will include a pedestrian bridge from the garage to the 2nd level of the new Student Center. Construction started in January 2004 and the garage is scheduled to be completed March 2006.

NEW LIBRARY
This project, budgeted for over 55 million, will construct a new Library of approximately 220,600 GSF to replace the existing Soper Library. The highly prominent site, fronting Hillen Road, is the present location of the old Murphy Fine Arts building that has been demolished. This building, in conjunction with the future new Student Center, will form the core of the soon to be created Morgan Commons and will be the central hub for student life on campus. The building will include space for offices, study, stacks, processing, exhibits, lounges, meeting rooms, classrooms, computer labs, data processing, and storage. Construction started in May 2004 and the facility is scheduled to be completed July 2006.

RENOVATION OF THE CENTRAL HEATING PLANT
This project, budgeted at 4.4 million, will provide for the complete renovation and expansion of the central heating plant that serves approximately 1.1 million square feet of facility space on the MSU campus. Construction started in January 2004 and the renovation is scheduled to be completed April 2005.

RENOVATION OF BANNEKER HALL
This project, budgeted at 27.3 million, will provide for the complete renovation of the Banneker Communications Building to house the School of Education and Urban Studies. Included in this project is the relocation of the University's Telecommunications Hub from Banneker’s lower level to the new Communications Building. The project is presently in the Schematic Design Phase and the present schedule calls for the construction to be started in April 2006 and completed February 2008.
