The Facility Planning Department, located in Truth Hall-Room 111, is responsible for anticipating and preparing for the future growth of the University. As the University grows in population and programs and research, Facility Planning must ensure that Morgan has appropriate space to accommodate evolving campus needs. Skilled planning techniques are employed to quantify and qualify space needs. General requirements and goals are articulated in a 10- Year Facility Master Plan which is submitted to the State of Maryland. In addition, the Facility Planner works with Design and Construction Management, the Physical Plant and other campus entities to formulate a five-year Capital Improvement Plan (CIP) which reflects current and projected capital needs. The justification and specific facility requirements for each project requested in the CIP are substantiated in program statements that are submitted to the State for approval to obtain the necessary funding to support the 5-year CIP.
Over the last 10 years, projects have been completed or initiated totaling over $200 million. Included are the renovation and expansion of athletic facilities, the construction of a new Fine Arts Facility, an Engineering Complex, a new Communications Center, a new Student Center and Parking Garage as well as utility and site improvements. A new Library is currently under construction and scheduled to be completed in March 2007.
In FY 2007, the University received $13,554,704, in State capital funds for projects in various phases of development. Over the next five years, the University intends to initiate or complete State capital projects in excess of $490,000,000.
In addition to coordinating within the University and with external agencies to obtain support and funding for State capital projects, Facility Planning also provides planning support for internally funded campus re-locations; maintains and updates, as necessary, the facilities inventory; and coordinates the intergovernmental State Clearinghouse review. The department is also called upon to provide documentation for various special projects and represent the University on various taskforce related to capital planning.
