At Morgan State University, the award of an Army ROTC scholarship could be the means to 100% payment of all college education costs. The ROTC scholarship pays for all tuition and fees. Presently, Morgan State offers free room and board to all scholarship winners. The Army gives special consideration for an Army scholarship to students pursuing degrees in nursing, engineering, physical sciences, and other technical skills currently in demand. Students who receive a scholarship will be required to attain an undergraduate degree in the field in which the scholarship is awarded. Submit this form to find out if you are eligible.
ROTC Scholarship. Four-year ROTC scholarships are offered by the U.S. Army to selected high school seniors who desire to pursue a military career. These scholarships pay for all tuition and laboratory fees, provide a monthly allowance ($300- $350 for freshmen and sophomores, $450 for juniors, and $500 for seniors), and provide $1200 per year toward books. Applications are accepted from July 1st until December 1st of each. Three and two year scholarships are awarded to college freshmen, sophomores, and juniors, respectively, on a competitive basis. Scholarships: Each scholarship pays for tuition, required educational fees, and provides a specified amount for books, supplies, and equipment. Each scholarship also includes a monthly stipend ranging from $300 to $500 (up to $5000 a year) for every year the scholarship is in effect.
Four-year Scholarship Requirements:
- Must be a U.S. citizen.
- Must be 17 years old before the scholarship is effective.
- Must have a minimum 920 SAT or composite 19 ACT score no later November of the year you apply
- Must be a High school graduate or equivalent credit, G.P.A. of 2.5 or higher.
- Show a pattern of leadership and participate in extracurricular activities. (Students with part-time jobs will be given substitute credit.)
- Must be under 31 years of age on Dec 31 st of the year you expect to graduate and receive your officer's commission.
- Agree to accept a commission as either an Active Army, Army National Guard or US Army Reserve Officer.
- Meet required physical/ medical standards.
Three-year Scholarship Requirements:
- Must be a U.S. citizen
- Must have a cumulative GPA of 2.5 or higher
- Must have a SAT/ACT score of 920/19 or higher
- Must pass the APFT
- All other requirements as listed above for the Four-year Scholarship Requirements.
Two-year Scholarship Requirements:
- Must be a U.S. citizen.
- Must have a cumulative GPA of 2.5 or higher.
- Must pass the Army Physical Fitness Test (APFT) or PAE.
- Must have 55 or more earned credit hours and be able to graduate in two to three years.

Other Scholarships:
Each academic year Army ROTC offers 2-year graduate (see 2-year scholarship requirements) and Reserve Forces scholarships. Various organizations and other military related activities make scholarship funds available to students enrolled in Army ROTC. These organizations making these awards are USAA, AUSA, VFW, etc.
Stipends: [ top] All cadets in the Advanced Course (Juniors and Seniors) receive a monthly stipend of $450 and $500 respectively for each of these two years (this is not addition to the stipend provided to a scholarship winners), as well as $780 for attending the 32 day Advanced Camp. Students attending the Basic Camp of the two-year program are also paid $780 while attending camp.
Simultaneous Membership Program (SMP): [ top] This program provides an opportunity for students who belong to a Reserve or National Guard Unit, as enlisted soldiers to also be members of the Army ROTC Program. MS I and II cadets are eligible to join a guard or reserve unit; however, only non scholarship MS IIIs or IVs can hold an SMP slot.
As a reservist or guardsmen, these students, as freshmen or sophomores, can make $2,700 for one summer by attending the enlisted basic and Advanced Individual Training (AIT). This is in addition to $100.00 earned for the weekend drill with their unit.
A student accepted for the SMP and the Army ROTC Advanced Course retains affiliation with the Reserve or Guard Unit as an officer trainee and is paid for drills and assemblies plus up to $1,000.00 a year in monthly stipends of $200.00 each.
SMP members are also eligible for certain veterans’ educational benefits.
Veterans Benefits: Veterans may be eligible to compete for ROTC scholarships, and may also receive any VA benefits to which they would be normally entitled. In addition, veterans who return to active duty as officers may count their prior active duty enlisted time toward longevity pay and retirement.
