Mr. Mfume, a magna cum laude graduate of Morgan State University and The Johns Hopkins University, served on the Baltimore City Council from 1979 to 1986. He was elected to the One Hundredth Congress in 1986 and served as U.S. Representative from Maryland's Seventh Congressional District in the four succeeding congresses. He was elected Chairman of the Congressional Black Caucus during his fourth term. In 1996, Mr. Mfume became President and CEO of the NAACP, and he served in that position until 2004.

In 2010, he was appointed by the secretary of Health and Human Services to the NIH Institute on Health Disparities.
